Analysis by the Legislative Reference Bureau
This bill designates the spring election, which is held in April each year, and
general election, which occurs in November of each even-numbered year, as state
holidays on which state offices other than the offices of the Elections Commission are
closed. Under current law, the offices of the agencies of state government are
generally closed on Saturdays, Sundays, and a total of nine state holidays. The bill
also increases the number of regular paid holidays state employees receive annually
from nine days to 11 days in even-numbered years and to ten days in odd-numbered
years. In addition, the bill requires the Board of Regents of the University of
Wisconsin (UW) System to ensure no classes are held at any UW institution on the
days of the spring and general election.

7defined in s. 5.02 (5).
