1An Act to amend 20.285 (1) (sp); and
to create 36.25 (56) of the statutes;
2relating to: a Wisconsin hemp fiber innovation and technology accelerator in
3the Wisconsin Institute for Sustainable Technology at the University of
4Wisconsin–Stevens Point and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Board of Regents of the University of Wisconsin System
to establish a Wisconsin hemp fiber innovation and technology accelerator in the
Wisconsin Institute for Sustainable Technology at UW–Stevens Point if at least
$125,000 is received in fiscal year 2019-20 in gifts, grants, or donations to support
the accelerator. If this condition is satisfied, the Board of Regents must allocate
$125,000 in funding for the accelerator, and the bill provides this funding to the
Board of Regents from the environmental fund. The bill also changes the
appropriation for the Wisconsin Institute for Sustainable Technology from an annual
appropriation to a biennial appropriation.

8the 2019-21 fiscal biennium to establish a Wisconsin hemp fiber innovation and
9technology accelerator in the Wisconsin Institute for Sustainable Technology at the
10University of Wisconsin–Stevens Point if at least $125,000 in gifts, grants, or
11donations to support the accelerator is received in fiscal year 2019-20 from any
12source other than moneys appropriated under s. 20.285, excluding s. 20.285 (1) (ge).
