AB860,1,5 1An Act to amend 341.09 (7), 341.266 (2) (a), 341.266 (2) (b), 341.266 (2) (e) 3.,
2341.268 (2) (a) 1., 341.268 (2) (a) 2., 341.268 (2) (a) 3., 341.268 (2) (a) 5., 341.268
3(2) (b) and 341.268 (2) (e) 3.; and to create 341.266 (2) (am) and 341.268 (2) (am)
4of the statutes; relating to: registration and operations of certain special
5interest or reconstructed, replica, or street modified vehicles.

This bill modifies several requirements related to the registration and
operation of collector and hobbyist vehicles.
Current law provides special categories of vehicle registration for certain
former military vehicles and vehicles being preserved for their historic interest
(collector vehicles) and for certain reconstructed, replica, street modified, and
homemade vehicles (hobbyist vehicles). Among other requirements, certain vehicles
are eligible for registration as a collector or hobbyist vehicle only if the vehicle is at
least 20 years old. This bill increases the minimum age for such vehicles to 30 years,
except for those vehicles that are registered as collector or hobbyist vehicles on the
effective date of the bill.
Under current law, the fee to register a vehicle as a collector or hobbyist vehicle
is twice the regular annual registration fee for the type of vehicle being registered.
However, the owner may subsequently reregister the vehicle without the payment
of any additional fee. This bill increases the initial registration fee for these vehicles
to three times the regular annual registration fee for the type of vehicle being
registered.

Current law provides certain restrictions on the operation of vehicles registered
as collector or hobbyist vehicles. Among these restrictions, such a vehicle generally
may not be operated on a highway during the month of January. This bill extends
the nonoperation period to the period between December 15 and February 15.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB860,1 1Section 1. 341.09 (7) of the statutes is amended to read:
AB860,2,112 341.09 (7) The owner of a special interest vehicle registered under s. 341.266
3(2) (a) or a reconstructed, replica, street modified or homemade vehicle registered
4under s. 341.268 (2) (a) may, upon payment of a fee of $5 and application to the
5department, be issued a permit for operation of the vehicle for a period not to exceed
65 successive days during the month of January between December 15 and February
715
. The permit shall be valid only in the calendar year nonoperation period for which
8the permit is issued. The department shall prescribe the form of the application and
9permit and the manner in which the permit shall be displayed. The owner may be
10issued additional permits in subsequent years nonoperation periods upon
11application and payment of the required fee.
AB860,2 12Section 2. 341.266 (2) (a) of the statutes is amended to read:
AB860,3,213 341.266 (2) (a) Any person who is the owner of a special interest vehicle that
14is a former military vehicle, or that is not a former military vehicle and, except as
15provided in par. (am),
is 20 30 or more years old at the time of making application
16for registration or transfer of title of the vehicle, and who, unless the owner is an
17historical society that is exempt from federal income taxes, owns, has registered in
18this state, and uses for regular transportation at least one vehicle that has regular

1registration plates may upon application register the vehicle as a special interest
2vehicle upon payment of a fee under par. (b).
AB860,3 3Section 3. 341.266 (2) (am) of the statutes is created to read:
AB860,3,74 341.266 (2) (am) A vehicle that is less than 30 years old at the time of making
5application for renewal of registration or transfer of title of the vehicle may be
6registered under par. (a) if the vehicle is registered under par. (a) at the time of
7application.
AB860,4 8Section 4. 341.266 (2) (b) of the statutes is amended to read:
AB860,3,139 341.266 (2) (b) The fee to register a vehicle under par. (a) is twice 3 times the
10regular annual fee under s. 341.25 for the type of vehicle, except that the fee for a
11vehicle that has a gross weight of more than 8,000 pounds may be no more than twice
123 times the annual fee for a similar vehicle that has a gross weight of not more than
138,000 pounds.
AB860,5 14Section 5. 341.266 (2) (e) 3. of the statutes is amended to read:
AB860,3,2015 341.266 (2) (e) 3. Except as provided in s. 341.09 (7), no special interest vehicle
16may be operated upon any highway of this state during the month of January
17between December 15 and February 15 unless the owner of the vehicle reregisters
18the vehicle under s. 341.25 and replaces the distinctive registration plates issued
19under par. (c) with regular registration plates or transfers regular registration plates
20to the vehicle.
AB860,6 21Section 6. 341.268 (2) (a) 1. of the statutes is amended to read:

23assembled from a vehicle manufactured 20 30 years or more prior to the time of
24making application for registration or transfer of title of the vehicle.

AB860,8 4Section 8. 341.268 (2) (a) 3. of the statutes is amended to read:
AB860,4,75 341.268 (2) (a) 3. A Except as provided in par. (am), a street modified vehicle
6which that is 20 30 or more years old at the time of making application for
7registration or transfer of title of the vehicle.
AB860,9 8Section 9. 341.268 (2) (a) 5. of the statutes is amended to read:
AB860,4,129 341.268 (2) (a) 5. A Except as provided in par. (am), a homemade vehicle under
10sub. (1) (b) 2. that is a reproduction of a motorcycle manufactured 20 30 years or more
11prior to the time of making application for registration or transfer of title of the
12homemade vehicle.
AB860,10 13Section 10. 341.268 (2) (am) of the statutes is created to read:
AB860,4,1714 341.268 (2) (am) A vehicle that is less than 30 years old at the time of making
15application for renewal of registration or transfer of title of the vehicle may be
16registered under par. (a) if the vehicle is registered under par. (a) at the time of
17application.
AB860,11 18Section 11. 341.268 (2) (b) of the statutes is amended to read:
