The Senate met.
The Senate was called to order by Senator Fitzgerald.

Report of Committees
The committee on Senate Organization reported:
Pursuant to the power granted under Section 13.42 (2) of the Wisconsin Statutes, it is moved that the committee on Senate Organization hereby issues notice that the Senate is prevented from physically meeting at the seat of government due to an emergency resulting from a disaster or the imminent threat of a disaster. The Senate and its committees shall take all necessary steps to convene and meet in virtual session.
Ayes: 5 Senators Fitzgerald, Roth, Feyen, Shilling and Bewley.
Noes: 0 None.
In accordance with § 13.42 of the Wisconsin Statutes, Joint Rule 81 (2) and Senate Rule 93, it is moved that the Committee on Senate Organization authorize the Legislature to meet in virtual Extraordinary Session beginning at 10:00 a.m. on Tuesday, April 14, 2020, solely to consider LRB 19-6132 and LRB 19-6089, relating to state government response to the COVID-19 pandemic.
Ayes: 5 – Senators Fitzgerald, Roth, Feyen, Shilling and Bewley.
Noes: 0 – None.
It is moved that the Committee on Senate Organization introduce LRB 19-6132, relating to relating to state government response to the COVID-19 pandemic.
Ayes: 3 - Senators Fitzgerald, Roth and Feyen.
Noes: 2 - Senators Shilling and Bewley.
Pursuant to Senate Rule 93, it is moved that the committee on Senate Organization adopt the following procedures for the purpose of conducting Senate business during the extraordinary session that will convene in virtual session under s. 13.42 of the Wisconsin Statutes for the purpose of addressing and containing the COVID-19 coronavirus:
1. Members shall cast votes and answer roll calls through electronic means, in the manner determined by the presiding officer.
2. Except as provided in 3., all amendments to bills on a daily calendar must be introduced before 9:00 am on the day of the session to which the calendar applies.
3. Upon request of the presiding officer, the presiding officer may permit the LRB to draft and a member to introduce, while the senate is in session, an amendment that addresses technical issues in a proposal.
4. Upon completion of the Second Reading of a proposal, a member may offer one motion that both orders a proposal to its Third Reading and gives a proposal its Third Reading.
5. The president shall determine which members may be physically present in the room from which the virtual session of the senate is conducted.
6. Privileged resolutions may not be offered during the session.
7. Any proposal contained in a message from the assembly shall be taken up immediately, unless otherwise referred by the presiding officer.

The committee on Assembly Organization reported:
Pursuant to the power granted under § 13.42 (2) of the Wisconsin Statutes. I hereby find the conditions in that statute satisfied and issue notice that the Assembly shall convene pursuant to § 13.42 of the Wisconsin Statutes. The Assembly and its committees shall take all necessary steps to convene and meet in virtual session. Pursuant to Assembly Rule 93 and at the discretion of the presiding officer, the following procedures will apply:
1. The presiding officer shall determine which members may be physically present in the room from which the virtual session of the assembly is conducted.
2. Assembly rule 56 relating to recognition shall apply notwithstanding any member appearing virtually or otherwise displaced from their assigned seat. In addition, the presiding officer may recognize members by name to facilitate virtual session.
3. Assembly rule 26 relating to conduct in the chamber shall apply to both those in the chamber and those virtually present.
4. Assembly rule 59 (1) relating to conduct during debate shall apply not withstanding any member appearing virtually or otherwise displaced from their assigned seat due to the virtual session.
5. Assembly rule 76 (5) relating to voting is suspended for any member appearing virtually.
6. Assembly rules 83 through 88 relating to a call of the assembly are suspended due to social distancing concerns.
7. Except as provided in # 8, all amendments to bills on a daily calendar must be introduced before 9:00 am. on the day of the session to which the calendar applies.
8. Upon the request of the presiding officer, he or she may permit the LRB to draft and a member to introduce, while the assembly is in session, an amendment that addresses technical issues in a proposal.
