The Senate presented the bill to the Governor on April 25, 2019, and he did not take action “within 6 days (Sundays excepted)” as required by the Constitution. hist100229Therefore, under section 35.095 (2) of the Wisconsin Statutes, I have numbered Senate Bill 4 to be 2019 Wisconsin Act 5 with May 3, 2019 as the date of enactment.
