21. Page 16, line 1: after that line insert:

3“ Section 38. Initial applicability.

4(1) This act first applies to violations committed on the effective date of this
5subsection.

6Section 39. Effective date.

7(1) This act takes effect on the first day of the 10th month beginning after
8publication.”.
