4of a residential care center for children and youth, as defined in s. 115.76 (14g), the

AB56-SA3,1442 9Section 1442. 115.417 of the statutes is created to read:
AB56-SA3,53,11 10115.417 Minority teacher grant program. (1) In this section, “minority”
11means an individual who is any of the following:
AB56-SA3,53,1212 (a) A Black American.
AB56-SA3,53,1313 (b) An American Indian.
AB56-SA3,53,1414 (c) A Hispanic, as defined in s. 16.287 (1) (d).
AB56-SA3,53,1715 (d) A person admitted to the United States after December 31, 1975, who is
16either a former citizen of Laos, Vietnam, or Cambodia or whose ancestor was or is a
17citizen of Laos, Vietnam, or Cambodia.
AB56-SA3,53,21 18(2) Beginning in the 2019-20 school year, from the appropriation under s.
1920.255 (2) (ej), the department shall award grants, on a competitive basis, to school
20districts to recruit minorities to teach in the school district. The department shall
21do all of the following in awarding grants under this subsection:
AB56-SA3,53,2322 (a) Award 50 percent of the amount appropriated under s. 20.255 (2) (ej) to a
231st class city school district.
AB56-SA3,53,2524 (b) Award 50 percent to school districts that are not a 1st class city school
25district.

1(c) Give preference in awarding funding under par. (b) to school districts that
2have a high percentage of pupils who are minorities, as defined by the department

9year years, from the appropriation under s. 20.255 (2) (ae), the department shall,
10subject to par. (b), pay to each school district that received aid under this section in
11the previous school year but does not satisfy the requirement under sub. (2) (a) in the
12current school year 50 percent of the amount received by the school district under
13par. (a) in the previous school year.

17department shall prorate the payments among the school districts entitled to aid

AB56-SA3,1459 19Section 1459. 115.437 (2) (a) of the statutes is amended to read:
AB56-SA3,58,220 115.437 (2) (a) Except as provided in par. (b), annually on the 4th Monday of
21March, the department shall pay to each school district an amount equal to the
22average of the number of pupils enrolled in the school district in the current and 2
23preceding school years multiplied by $75 in the 2013-14 school year, by $150 in the
242014-15 and 2015-16 school years, by $250 in the 2016-17 school year, by $450 in
25the 2017-18 school year, and by $654 in the 2018-19 school year, and by $630 in each

1school year thereafter. The department shall make the payments from the
2appropriation under s. 20.255 (2) (aq).
