AB1038-AA3,1,4 4 Section 1b. 5.41 of the statutes is created to read:
AB1038-AA3,1,9 55.41 Voter identification requirements for 2020. Notwithstanding ss. 6.15
6(2) (bm) and (3), 6.18, 6.79 (2) (a) and (d), (3) (b), and (8), 6.82 (1) (a), 6.86 (1) (ar) and
7(3) (a) 1. and (c), 6.869, 6.87 (1) and (2), 6.875 (6) (c) 1., 6.97, and 10.02 (3) (a), an
8elector is not required to provide proof of identification in order to vote at any election
9held in 2020.
AB1038-AA3,1c 10Section 1c. 6.58 of the statutes is created to read:
AB1038-AA3,2,3 116.58 Registration in 2020. For elections in 2020, registration in person for
12an election closes at 5 p.m. on the 5th day preceding the election, registrations made
13by mail under s. 6.30 (4) must be delivered to the office of the municipal clerk no later

1than the 5th day preceding the election, and electronic registration under s. 6.30 (5)
2for an election closes at 5 p.m. on the 5th day preceding the election. All parts of an
3electronic registration may be completed electronically.
AB1038-AA3,1d 4Section 1d. 6.895 of the statutes is created to read:
AB1038-AA3,2,13 56.895 Voting by absentee ballot in 2020. (1) Notwithstanding any
6provision to the contrary, every election held in 2020 shall be conducted by mail using
7absentee ballots. The clerk shall send or transmit an official absentee ballot to each
8registered elector of the municipality no later than the deadline provided under s.
97.15 (1) (cm) and within one business day for each new registrant under s. 6.58. In
10order to be counted, an absentee ballot mailed under this section shall be postmarked
11no later than the day of the election and returned no later than 5 p.m. on the Tuesday
12following the election. A witness signature is not required for any absentee ballot
13used for an election in 2020.
AB1038-AA3,3,2 14(2) Notwithstanding ss. 5.25 and 6.78 (1m), no polling location shall be open
15for in-person voting for elections held in 2020 except as provided in this subsection.
16Each municipality shall provide no less than 8 hours of in-person voting on each
17election day in 2020, during the times determined by the elections commission, for
18the purpose of allowing qualified electors who, by reason of disability or difficulty
19reading, writing, or understanding English, are unable to cast an absentee ballot by
20mail. Election inspectors shall allow disabled electors to cast in-person ballots using
21assistive technology and provide assistance to those voters who cannot read or write
22or have difficulty reading, writing, or understanding English. Inspectors shall also
23allow such electors to register during that time. The municipal clerk or board of
24election commissioners shall post notice of the hours and locations for voting as

1provided under this paragraph at least 48 hours before the first time that such voting
2is available.
AB1038-AA3,3,8 3(3) The elections commission shall issue guidelines for municipal clerks,
4boards of election commissioners, and other election officials to adhere to in order to
5implement the scheduling, process, and procedures set forth in subs. (1) and (2).
6Notwithstanding ss. 227.01 (3m) and (13), 227.10, and 227.112, guidelines issued
7under this paragraph need not be promulgated as rules under ch. 227, are not
8guidance documents, and are not subject to the requirements of s. 227.112.”.
AB1038-AA3,3,9 93. Page 20, line 5: after that line insert:

AB1038-AA3,3,2216 (1) Extending electronic registration and public information campaign. In
17the schedule under s. 20.005 (3) for the appropriation to the elections commission
18under s. 20.510 (1) (a), the dollar amount for fiscal year 2019-20 is increased by
19$1,000,000 to cover the costs associated with updating the voter registration system
20as a result of extending registration and the dollar amount for fiscal year 2020-21
21is increased by $3,000,000 for a public information campaign to promote the
22vote-by-mail system in 2020.”.
