Natural Resources Board Order FH-03-24(E), EmR2406
The Department of Natural Resources announces that it will hold a public hearing on an emergency rule to revise Ch. NR 20, relating to Minocqua Chain walleye harvest regulations, at the time and place shown below. This rule is currently in effect and was adopted by the State of Wisconsin Natural Resources Board on May 2, 2024, and approved by the Governor on May 2, 2024.

Rule Information: This emergency rule, which was adopted by the Natural Resources Board on May 2 and is in effect, allows limited harvest of walleyes on the Minocqua Chain of Lakes in Oneida County in 2024. Without this emergency rule, state licensed anglers would be limited to catch-and-release fishing for walleye until the general fishing season opens in 2025, at which point the season was set to open with limited harvest allowed.

Appearances at the Hearing and Submittal of Written Comments
The public has the opportunity to testify at the virtual hearing. Registration will take place at the hearing by completing a Hearing Appearance form. Pre-registration is strongly encouraged if you plan to provide spoken comments during the hearing. To pre-register, please download and complete the fillable Hearing Appearance form and send it to scott.loomans@wisconsin.gov.
If appearing at the hearing by telephone, the hearing officer will verbally ask for the information on the Hearing Appearance form which inclues; Last name, Address, city, state, and zip code.
Comments on the proposed rule must be received on or before June 3, 2024. Written comments may be submitted by U.S. mail, E-mail, or through the internet and will have the same weight and effect as oral statements presented at the public hearing.

Initial Regulatory Flexibility Analysis: This rule does not impose any compliance or reporting requirements on small businesses nor are any design or operational standards contained in the rule.
 
The department does not expect an economic impact or change directly related to implementing these rule changes (less than $50,000, minimal to no economic impact). The rule will primarily affect state licensed anglers and it will allow limited harvest of walleye for the first time in four years. It will not impose any costs on anglers or fishing-related businesses. It may result in additional fishing pressure in the Minocqua area and additional economic activity which will be beneficial to local businesses.
