Public Notice: Disproportionate Share Hospital and Rural Critical Care Supplement General Purpose Revenue Pool Increase 2023 Biennial Budget

The Department is making the following changes to the sections in Wisconsin’s state plan related to hospital reimbursement.

— Modify inpatient section 9231 to adjust annual DSH pool amount from $47,500,000 to $71,600,000 in GPR.

— Modify inpatient section 9310 to adjust annual CCS pool amount from $2,250,000 to $4,500,000 GPR.

The change will be effective October 1, 2023. The change to Medicaid and BadgerCare Plus is projected to result in increased annual expenditures of $68,308,000 all funds (AF), composed of $41,958,000 federal match (FED) and $26,350,000 state funds/general purpose revenue (GPR).

Copies of the state plan change will be made available for review at the main office of any county department of social services or human services.

Written comments are welcome. Written comments on the proposed changes may be sent by FAX, e-mail, or regular mail to the Division of Medicaid Services as described above. All written comments will be reviewed and considered.

The written comments will be available for public review between the hours of 7:45 a.m. and 4:30 p.m. daily in Room 350 of the State Office Building, 1 West Wilson Street, Madison, Wisconsin. Revisions may be made in the proposed change based on comments received.
