AB846,14,16 16(6) Records. (a) The department shall maintain a list of all registrants.
AB846,14,1917 (b) Notwithstanding s. 19.35 and except as provided in par. (c), the department
18may not disclose information from an application submitted or a registry
19identification card issued under this section.
AB846,14,2320 (c) The department may disclose to state or local law enforcement agencies
21information from an application submitted by, or from a registry identification card
22issued to, a specific person under this section for the purpose of verifying that the
23person possesses a valid registry identification card.
AB846,14,24 24(7) Rules. The department shall promulgate rules to implement this section.

AB846,23 5Section 23. 94.56 of the statutes is created to read:
AB846,15,7 694.56 Marijuana producers and processors. (1) Definitions. In this
7section:
AB846,15,108 (a) “Labor peace agreement” means an agreement between a person applying
9for a permit under this section and a labor organization, as defined in s. 5.02 (8m),
10that does all of the following:
AB846,15,1311 1. Prohibits labor organizations and its members from engaging in picketing,
12work stoppages, boycotts, and any other economic interference with persons doing
13business in this state.
AB846,15,1514 2. Prohibits the applicant from disrupting the efforts of the labor organization
15to communicate with and to organize and represent the applicant's employees.
AB846,15,1916 3. Provides the labor organization access at reasonable times to areas in which
17the applicant's employees work for the purpose of meeting with employees to discuss
18their right to representation, employment rights under state law, and terms and
19conditions of employment.
AB846,15,2020 (b) “Marijuana" has the meaning given in s. 961.70 (3).
AB846,15,2121 (c) “Marijuana processor" has the meaning given in s. 139.97 (6).
AB846,15,2222 (d) “Marijuana producer” has the meaning given in s. 139.97 (7).
AB846,15,2323 (e) “Usable marijuana” has the meaning given in s. 139.97 (13).
AB846,15,2524 (f) “Permittee” means a marijuana producer or marijuana processor who is
25issued a permit under this section.

1(2) Permit required. (a) No person may operate in this state as a marijuana
2producer or marijuana processor without a permit from the department. A person
3who acts as a marijuana producer and a marijuana processor shall obtain a separate
4permit for each activity. A person is not required to obtain a permit under this section
5if the person produces or processes only industrial hemp and holds a valid license
6under s. 94.55.
AB846,16,87 (b) This subsection applies to any of the following if they hold 5 percent or more
8of the stock of any corporation applying for a permit under this section
AB846,16,99 1. Officers of the corporation.
AB846,16,1010 2. Directors of the corporation.
AB846,16,1111 3. Agents of the corporation.
AB846,16,1212 4. Stockholders of the corporation.
AB846,16,1413 (c) Subject to ss. 111.321, 111.322, and 111.335, a permit under this section may
14not be granted to any person to whom any of the following applies:
AB846,16,1615 1. The person has been convicted of a violent misdemeanor, as defined in s.
16941.29 (1g) (b), at least 3 times.
AB846,16,1817 2. The person has been convicted of a violent felony, as defined in s. 941.29 (1g)
18(a), unless pardoned.
AB846,16,2019 3. During the preceding 3 years, the person has been committed under s. 51.20
20for being drug dependent.
AB846,16,2521 4. The person chronically and habitually uses alcohol beverages or other
22substances to the extent that his or her normal faculties are impaired. A person is
23presumed to chronically and habitually use alcohol beverages or other substances to
24the extent that his or her normal faculties are impaired if, within the preceding 3
25years, any of the following applies:
