Trans 129.08(4)(a)(a) The department shall suspend and not renew a license if it finds that the licensee has engaged in any of the following:
Trans 129.08(4)(a)1.1. False or misleading advertising.
Trans 129.08(4)(a)2.2. Fraud.
Trans 129.08(4)(a)3.3. Failure to meet standards set in this chapter.
Trans 129.08(4)(a)4.4. Failure to follow department-approved curriculum.
Trans 129.08(4)(a)5.5. Having an unsafe training facility.
Trans 129.08(4)(a)6.6. Providing unsafe motorcycles for student or instructor use.
Trans 129.08(4)(a)7.7. Guaranteeing the issuance of a license upon completion of the course.
Trans 129.08(4)(a)8.8. The institution at which the program is offered closes or goes out of business.
Trans 129.08(4)(a)9.9. Failure to permit or cooperate with audits, inspections, or reviews conducted under this chapter.
Trans 129.08(4)(a)10.10. Permitting a person who does not hold a rider coach license or who is not certified by the curriculum provider to provide classroom or range instruction.
Trans 129.08(4)(a)11.11. Failing to timely file reports under sub. (2) (d), s. Trans 129.13 (1), or s. Trans 129.15 (6).
Trans 129.08(4)(a)12.12. Failing to issue course completion cards to riders as required by s. Trans 129.13.
Trans 129.08(4)(b)(b) A rider education provider may be reauthorized after cancellation, suspension, or nonrenewal when all of the following conditions have been met:
Trans 129.08(4)(b)1.1. Any period of cancellation or suspension has been completed.
Trans 129.08(4)(b)2.2. The rider education provider submits an application for reinstatement of the suspended, cancelled, or nonrenewed license.
Trans 129.08(4)(b)3.3. The department is satisfied that the conditions which led to the cancellation, suspension, or nonrenewal have been corrected or no longer exist.
Trans 129.08(5)(5)Rider education provider license expiration.
Trans 129.08(5)(a)(a) A rider education provider’s license shall be valid for the same period as the rider education provider’s authorization to provide instruction issued by the curriculum provider.
Trans 129.08(5)(b)(b) Authorizations that exist as of December 1, 2024, shall remain valid and considered as licenses issued under this chapter until reviewed by the department or until December 1, 2027, whichever occurs first. The department shall accept applications for renewal and review every applicant for the renewal of a license under this chapter to determine eligibility for licensing at least as frequently as the curriculum provider renews authorizations to provide instruction. The department may institute a method of selecting the date of review to establish a uniform rate of review.

Trans 129.09Trans 129.09Course requirements.
Trans 129.09(1)(1)Basic rider course requirements. A basic rider course shall adhere to the curriculum established for a basic rider course by the curriculum provider and approved for use by the department, and shall meet all of the following criteria:
Trans 129.09(1)(a)(a) The course shall consist of at least 15 hours of instruction which includes pre-class assignments, if any, and both classroom and range instruction. Sufficient time as directed by the curriculum provider shall be dedicated to range instruction for students to develop skills in accordance with curriculum requirements. Classroom instruction shall be provided in accordance with sub. (4).
Trans 129.09(1)(b)(b) All instruction shall be completed within a 60-day time period.
Trans 129.09(1)(c)(c) There shall be no more than 8 hours of instruction in a single day.
Trans 129.09(1)(d)(d) At a minimum, range instruction shall be provided in 6 maneuvers, including the following:
