Trans 129.07(3)(3)The department must determine that out-of-state training is substantially similar to training offered in this state in order to be considered a qualified motorcycle rider course under sub. (2) (a).

Trans 129.08Trans 129.08Rider education provider license.
Trans 129.08(1)(1)Rider education provider license required. No person may conduct a rider education course as part of the waiver of skills test program or the demerit point reduction program unless the person holds a rider education provider license issued by the department.
Trans 129.08(2)(2)Qualification requirements. To qualify for a rider education provider license, a person shall submit a complete application to the department and shall meet all of the following requirements:
Trans 129.08(2)(a)(a) Hold all other licenses required by the state in which the person is located.
Trans 129.08(2)(b)(b) Offer a basic rider course, a basic course for experienced riders, or both.
Trans 129.08(2)(c)(c) Require students to be present for all sessions of a course used to obtain a skills test waiver or demerit point reduction.
Trans 129.08(2)(d)(d) File an activity report at least annually, no later than December 31 of each year or within 30 days of course completion if filing within 30 days is required under s. Trans 129.15 (6). The report shall contain all of the following:
Trans 129.08(2)(d)1.1. Each student's full name.
Trans 129.08(2)(d)2.2. Each student's driver license number, date of birth, address, and phone number.
Trans 129.08(2)(d)3.3. Course completion date.
Trans 129.08(2)(d)4.4. The reason any individual student did not complete the course.
Trans 129.08(2)(d)5.5. Each student's skills test waiver number or other identifying number as determined by the department.
Trans 129.08(2)(d)6.6. The rider coach's name, department-assigned coach number, and curriculum provider rider coach number.
Trans 129.08(2)(d)7.7. The rider education provider’s identification number.
Trans 129.08 NoteNote: Grant recipients who are rider education providers must file reports within 30 days of class completion. See s. Trans 129.15 (6).
Trans 129.08(2)(e)(e) Allow only persons who are licensed as rider coaches under s. Trans 129.10 and have certification from the curriculum provider to teach classroom or range classes.
Trans 129.08(2)(f)(f) Promptly input the student course completion information into the department’s online driver education course information system in accordance with s. Trans 129.13 (1).
Trans 129.08(3)(3)Annual reports filed electronically. The report required under sub. (2) (d) shall be filed electronically or be made available in a manner specified by the department.
Trans 129.08(4)(4)Cancellation, suspension, or denial of rider education provider licenses.
Trans 129.08(4)(a)(a) The department shall suspend and not renew a license if it finds that the licensee has engaged in any of the following:
Trans 129.08(4)(a)1.1. False or misleading advertising.
Trans 129.08(4)(a)2.2. Fraud.
Trans 129.08(4)(a)3.3. Failure to meet standards set in this chapter.
Trans 129.08(4)(a)4.4. Failure to follow department-approved curriculum.
Trans 129.08(4)(a)5.5. Having an unsafe training facility.
Trans 129.08(4)(a)6.6. Providing unsafe motorcycles for student or instructor use.
Trans 129.08(4)(a)7.7. Guaranteeing the issuance of a license upon completion of the course.
