AB68-ASA2-AA5,38,16 1293.77 Nitrogen optimization pilot program. (1) In this section, “eligible
13university entities” means the College of Agricultural and Life Sciences at the
14University of Wisconsin-Madison, the Center for Watershed Science and Education
15at the University of Wisconsin-Stevens Point, and the University of
16Wisconsin-Extension.

AB68-ASA2-AA5,38,19 17(2) The department shall award grants from the appropriation under s. 20.115
18(7) (cm) to agricultural producers and eligible university entities as provided under
19this section.

AB68-ASA2-AA5,38,23 20(3) An agricultural producer may apply for and receive a grant to implement
21a project with the potential to reduce nitrate loading to groundwater in the area. The
22agricultural producer receiving a grant under this subsection shall collaborate with
23one or more eligible university entities under sub. (4).

AB68-ASA2-AA5,39,5

1(4) The eligible university entities shall collaborate with an agricultural
2producer that receives a grant under sub. (3) to monitor the grant project on-site and
3to use information gathered from the project to research nitrate loading reduction
4methods with a goal of making recommendations to agricultural producers to
5optimize nitrogen usage while improving water quality in this state.

AB68-ASA2-AA5,39,9 6(5) The department may not make a grant to an agricultural producer and the
7eligible university entities collaborating with the agricultural producer in an
8amount that totals more than $125,000. No more than 50 percent of this total
9amount may be awarded to the collaborating eligible university entities.” .

AB68-ASA2-AA5,39,14 1293.75 Regenerative agriculture practices. (1) The department shall
13provide grants from the appropriation under s. 20.115 (7) (qf) to provide cost-sharing
14for the following purposes:

AB68-ASA2-AA5,39,1515 (a) Conducting soil tests and other carbon sequestration analyses.

AB68-ASA2-AA5,39,1616 (b) Updating nutrient management software.

AB68-ASA2-AA5,39,1717 (c) Studying the feasibility of a statewide carbon market.

AB68-ASA2-AA5,39,1818 (d) Assessing the market value of carbon sequestration.

AB68-ASA2-AA5,39,2019 (e) For agricultural producers, implementing regenerative agricultural
20practices.

AB68-ASA2-AA5,39,22 21(2) In conjunction with grants provided under sub. (1), the department shall
22do all of the following:

AB68-ASA2-AA5,40,223 (a) Evaluate the potential of existing tools to accurately and efficiently
24calculate carbon credits generated by producer-led watershed protection grant

1recipients under s. 93.59 and document the suitability of various carbon credit
2calculators for use in this state.

AB68-ASA2-AA5,40,43 (b) Identify opportunities and facilitate groups of agricultural producers to
4work together to generate carbon credits.

AB68-ASA2-AA5,40,85 (c) Provide technical assistance to farmers and agricultural agencies and
6professionals regarding the processes of carbon credit generation and associated
7risks of market participation to aid them in choosing to collaborate with carbon credit
8project developers on a verified project in the future.

AB68-ASA2-AA5,40,109 (d) Study the feasibility of a statewide carbon market and assess the market
10value of carbon sequestration.

AB68-ASA2-AA5,40,12 11(3) The department may promulgate rules to administer the program under
