11vendor to operate the opioid and methamphetamine data system and shall have
12access to the data contained in the opioid and methamphetamine data system. The
13department of administration shall work with the vendor to disseminate information

15close to real time as possible.

17agencies that submit data to the opioid and methamphetamine data system access

AB68-ASA2-AA1,20,33 (b) “Victim" has the meaning given in s. 950.02 (4) (a).
AB68-ASA2-AA1,20,5 4(2) Grants. (a) The department shall provide grants to eligible organizations
5from the appropriation under s. 20.455 (5) (ec) to provide services for victims.
AB68-ASA2-AA1,20,76 (b) An organization is eligible to apply for and receive a grant under this section
7if the organization meets all of the following criteria:
AB68-ASA2-AA1,20,88 1. The organization is a nonprofit corporation or a public agency.
AB68-ASA2-AA1,20,119 2. The organization provides or proposes to provide, either directly or through
10a contract, subcontract, service agreement, or collaborative agreement with other
11organizations, entities, or individuals, all of the following for victims:

AB68-ASA2-AA1,20,1413 b. Crisis telephone line services on a 24 hours per day and 7 days per week
14basis.
AB68-ASA2-AA1,20,1615 c. Professional education about intervention for victims and community
16education programs for the prevention of crime.
AB68-ASA2-AA1,20,2017 d. Services for persons living in rural areas, children, elderly persons,
18physically disabled persons, minority groups, and other groups of victims that have
19special needs. This subd. 2. d. does not require the applicant to provide services to
20any group of persons that does not reside in the applicant's service area.
AB68-ASA2-AA1,20,2221 3. The organization does not receive more than 70 percent of its operating
22budget from grants under this section.
AB68-ASA2-AA1,20,2523 4. The organization does not provide all of its services under subd. 2. a. to d.
24by contract, subcontract, service agreement, or collaborative agreement with other
25organizations, entities, or individuals.

1(c) Whenever the department reviews applications for grants under this
2section, the department shall consider all of the following:
AB68-ASA2-AA1,21,43 1. The need for victim services in the community in which the applicant
4provides services or proposes to provide services.
AB68-ASA2-AA1,21,65 2. The degree to which the applicant's services or proposed services are
6coordinated with other resources in the community and state.
AB68-ASA2-AA1,21,77 3. The needs of urban and rural communities.
AB68-ASA2-AA1,21,88 4. The needs of existing and proposed programs and services.
AB68-ASA2-AA1,21,11 9(3) Reporting requirements. An organization that receives a grant under this
10section shall report all of the following information to the department for each fiscal
11year covered by the grant:
AB68-ASA2-AA1,21,1312 (a) The total expenditures that the organization made on victim services in the
13period for which the grant was provided during that fiscal year.
AB68-ASA2-AA1,21,1614 (b) The number of persons served by general type of victim services provided
15in the period for which the grant was provided during that fiscal year. The
16department shall identify for organizations the general types of services provided.
AB68-ASA2-AA1,21,1917 (c) The number of persons who requested victim services in the period for which
18the grant was provided during that fiscal year but who did not receive the victim
19services that the persons requested.
AB68-ASA2-AA1,21,22 20(4) List of eligible organizations. (a) The department shall certify to the
21elections commission, on a continuous basis, a list containing the name and address
22of each organization that is eligible to receive grants under sub. (2).

24list containing the name and address of each organization that is eligible to receive
