AB68-ASA2-AA1,19,15 (5) (a) The department of administration shall administer the contract with the vendor to operate the opioid and methamphetamine data system and shall have access to the data contained in the opioid and methamphetamine data system. The department of administration shall work with the vendor to disseminate information and advanced analytics from the opioid and methamphetamine data system in as close to real time as possible.

AB68-ASA2-AA1,19,19 (b) The opioid and methamphetamine data system shall allow the state agencies that submit data to the opioid and methamphetamine data system access to the data in the opioid and methamphetamine data system as appropriate for the agency to fulfill its functions and as allowed by state and federal confidentiality laws.

AB68-ASA2-AA1,19,24 153.89 Reports; opioid and methamphetamine data system. By January 31, 2022, and annually thereafter, the department of administration shall submit a report to the joint committee on finance summarizing the information from the opioid and methamphetamine data system under s. 153.87 (1) and analyzing trends in that information across years of data collection.

AB68-ASA2-AA1,20,1 165.932 Victim services; grants. (1) Definitions. In this section:

AB68-ASA2-AA1,20,2 (a) “Department" means the department of justice.

AB68-ASA2-AA1,20,3 (b) “Victim" has the meaning given in s. 950.02 (4) (a).

AB68-ASA2-AA1,20,5 (2) Grants. (a) The department shall provide grants to eligible organizations from the appropriation under s. 20.455 (5) (ec) to provide services for victims.

AB68-ASA2-AA1,20,7 (b) An organization is eligible to apply for and receive a grant under this section if the organization meets all of the following criteria:

AB68-ASA2-AA1,20,8 1. The organization is a nonprofit corporation or a public agency.

AB68-ASA2-AA1,20,11 2. The organization provides or proposes to provide, either directly or through a contract, subcontract, service agreement, or collaborative agreement with other organizations, entities, or individuals, all of the following for victims:

AB68-ASA2-AA1,20,12 a. Advocacy and counseling services.

AB68-ASA2-AA1,20,14 b. Crisis telephone line services on a 24 hours per day and 7 days per week basis.

AB68-ASA2-AA1,20,16 c. Professional education about intervention for victims and community education programs for the prevention of crime.

AB68-ASA2-AA1,20,20 d. Services for persons living in rural areas, children, elderly persons, physically disabled persons, minority groups, and other groups of victims that have special needs. This subd. 2. d. does not require the applicant to provide services to any group of persons that does not reside in the applicant's service area.

AB68-ASA2-AA1,20,22 3. The organization does not receive more than 70 percent of its operating budget from grants under this section.

AB68-ASA2-AA1,20,25 4. The organization does not provide all of its services under subd. 2. a. to d. by contract, subcontract, service agreement, or collaborative agreement with other organizations, entities, or individuals.

AB68-ASA2-AA1,21,2 (c) Whenever the department reviews applications for grants under this section, the department shall consider all of the following:

AB68-ASA2-AA1,21,4 1. The need for victim services in the community in which the applicant provides services or proposes to provide services.

AB68-ASA2-AA1,21,6 2. The degree to which the applicant's services or proposed services are coordinated with other resources in the community and state.

AB68-ASA2-AA1,21,7 3. The needs of urban and rural communities.

AB68-ASA2-AA1,21,8 4. The needs of existing and proposed programs and services.

AB68-ASA2-AA1,21,11 (3) Reporting requirements. An organization that receives a grant under this section shall report all of the following information to the department for each fiscal year covered by the grant:

AB68-ASA2-AA1,21,13 (a) The total expenditures that the organization made on victim services in the period for which the grant was provided during that fiscal year.

AB68-ASA2-AA1,21,16 (b) The number of persons served by general type of victim services provided in the period for which the grant was provided during that fiscal year. The department shall identify for organizations the general types of services provided.

AB68-ASA2-AA1,21,19 (c) The number of persons who requested victim services in the period for which the grant was provided during that fiscal year but who did not receive the victim services that the persons requested.

AB68-ASA2-AA1,21,22 (4) List of eligible organizations. (a) The department shall certify to the elections commission, on a continuous basis, a list containing the name and address of each organization that is eligible to receive grants under sub. (2).

AB68-ASA2-AA1,21,25 (b) The department shall make available to law enforcement agencies a current list containing the name and address of each organization that is eligible to receive grants under sub. (2).”.
