SB866,16,2120 3. The provision of advice regarding the use of a therapy including herbal
21medicine, homeopathy, nutrition, or other nondrug or nonsurgical therapy.
SB866,16,2422 4. Any individual acting under an exemption from the requirement to obtain
23a license to practice medicine and surgery under s. 448.03 (2), to the extent that the
24individual's activities also fall within the practice of naturopathic medicine.

15. Any person who is providing patient services as directed, supervised, and
2inspected by a naturopathic doctor who has the power to direct, decide, and oversee
3the implementation of the patient services rendered.
SB866,17,44 (b) Subsection (1) (a) and (b) does not require a license for any of the following:
SB866,17,75 1. The practice of naturopathic medicine by an individual employed by the
6federal government while the individual is engaged in the performance of duties
7prescribed by federal law.
SB866,17,108 2. A person who is licensed to practice naturopathic medicine in another state
9or country and is providing consultation to or with or a demonstration to or with a
10naturopathic doctor who is licensed under this chapter.
SB866,17,1511 3. The practice of naturopathic medicine by a student enrolled in an approved
12naturopathic medical program that qualifies under s. 466.04 (1) (d) 1., provided that
13the performance of services is pursuant to a course of instruction or assignments
14from an instructor and is under the supervision of the instructor. The student shall
15use the title “ND candidate” with the intended year of graduation.
SB866,17,17 16(3) The board may, by rule, establish additional exemptions from the
17requirements under sub. (1).
SB866,17,19 18466.03 Duties and powers of examining board. (1) The board shall
19promulgate rules that establish all of the following:
SB866,17,2120 (a) Standards of practice for and a code of ethics governing the professional
21conduct of naturopathic doctors.
SB866,17,2322 (b) Continuing education requirements for an applicant seeking renewal of a
23license to practice naturopathic medicine.

1(c) Examination standards and requirements for purposes of examinations
2required under s. 466.04 (1) (e), including required passing scores for examinations
3and the times when examinations are offered.
SB866,18,4 4(2) The board may promulgate rules to do any of the following:
SB866,18,85 (a) Further define the scope of practice of naturopathic medicine. The board
6may expressly authorize diagnostic, therapeutic, or other practices that may be used
7by naturopathic doctors. The board may expressly prohibit diagnostic, therapeutic,
8or other practices.
SB866,18,119 (b) Establish character and fitness requirements for initial licensure or
10renewal of a license under this chapter and evidence required to demonstrate
11satisfaction of such requirements.
SB866,18,1412 (c) Establish physical and mental competency requirements for initial
13licensure or renewal of a license under this chapter and evidence required to
14demonstrate satisfaction of such requirements.
SB866,18,1715 (d) Establish evidence of professional competency requirements for initial
16licensure or renewal of a license under this chapter, including evidence relating to
17an applicant's licensure status in other states.
SB866,18,1918 (e) Establish additional clinical, practical, or residency requirements for initial
19licensure under this chapter.
SB866,18,2120 (f) Adopt minimum malpractice insurance requirements for naturopathic
21doctors.
SB866,18,24 22(3) The board may, for purposes of s. 466.04 (1) (d) 1. e. and 2. f., disqualify any
23naturopathic medical program if the board determines the program does not
24adequately prepare students to practice naturopathic medicine.

1466.04 License; renewal. (1) Naturopathic doctor license. The board shall
2grant a license as a naturopathic doctor to a person who does all of the following:
SB866,19,43 (a) Submits an application for the license to the department on a form provided
4by the department.
SB866,19,55 (b) Pays the fee specified in s. 440.05 (1).
SB866,19,76 (c) Subject to ss. 111.321, 111.322, and 111.335, submits evidence satisfactory
7to the board that the applicant does not have an arrest or a conviction record.
SB866,19,108 (d) Submits evidence satisfactory to the board that he or she has completed a
9naturopathic medical program offered in the United States or in Canada that
10satisfies one of the following:
SB866,19,1111 1. The program satisfies all of the following:
SB866,19,1312 a. The program provides the degree of doctor of naturopathy or doctor of
13naturopathic medicine.
SB866,19,1514 b. The program offers full-time, graduate-level, didactic, and supervised
15residential and clinical training.
SB866,19,1816 c. The program is accredited, or has achieved candidacy status for such
17accreditation, by the Council on Naturopathic Medical Education or an equivalent
18federally recognized accrediting body for naturopathic medical programs.
