AB68-SSA1,1621,1413 (2) Funding for the University of Wisconsin Missing-in-Action Recovery
14and Identification Project.
AB68-SSA1,1621,1515 (a) In this subsection:
AB68-SSA1,1621,16 161. “Board” means the Board of Regents of the University of Wisconsin System.
AB68-SSA1,1621,18 172. “MIA Recovery Project” means the University of Wisconsin
18Missing-in-Action Recovery and Identification Project.
AB68-SSA1,1621,2119 (b) From the appropriation under s. 20.285 (1) (bt), the board shall provide
20funding for the MIA Recovery Project to perform a mission for the recovery and
21identification of Wisconsin veterans who are missing in action.
AB68-SSA1,1622,222 (c) The MIA Recovery Project, acting through its representative, shall submit
23at the conclusion of the mission for which the funds were expended, to the board, the
24joint committee on finance, the standing committees of each house of the legislature
25dealing with veterans matters, the governor, the department of veterans affairs, and

1the department of military affairs, a report on the mission's findings and an
2accounting of expenditures for the mission.
AB68-SSA1,1622,63 (3) Extension services provided by state specialists. The Board of Regents of
4the University of Wisconsin System shall revise the plan under s. 36.115 (8) (a), if
5necessary to comply with s. 36.115 (8) (c), no later than the first day of the 4th month
6beginning after the effective date of this subsection.
AB68-SSA1,1622,127 (4) Resident undergraduate tuition. Notwithstanding s. 36.27 (1) (a), the
8Board of Regents of the University of Wisconsin System may not charge resident
9undergraduates enrolled in an institution, as defined in s. 36.05 (9), or college
10campus, as defined in s. 36.05 (6m), in the 2021-22 or 2022-23 academic year more
11in academic fees than it charged resident undergraduates enrolled in that institution
12or college campus in the 2020-21 academic year.
AB68-SSA1,1622,2013 (5) Juneteenth holiday. The administrator of the division of personnel
14management in the department of administration shall include June 19 as a paid
15holiday in the proposal for adjusting compensation and employee benefits for
16University of Wisconsin System employees for the 2021-22 and 2022-23 fiscal years
17that it submits to the joint committee on employee relations under s. 230.12 (3) (e)
181. The recommendation shall specify that the first June 19 paid holiday is the June
1919 that occurs after the 2021-23 compensation plan is adopted by the joint committee
20on employee relations.
AB68-SSA1,1622,2521 (6) Site preparation for monument at UW–Stevens Point. From the
22appropriation under s. 20.285 (1) (a), the Board of Regents of the University of
23Wisconsin System shall pay for the costs of site preparation at the University of
24Wisconsin–Stevens Point for installation of the permanent marker under s. 41.53 (1)
25(k).

1(7) Paid parental leave. The Board of Regents of the University of Wisconsin
2System shall submit to the administrator of the division of personnel management
3in the department of administration, with its recommendations for adjustments to
4compensation and employee benefits for employees of the system under s. 230.12 (3)
5(e) 1. for 2021-23, a plan for a program to provide paid parental leave to employees
6of the system.
AB68-SSA1,1623,77 (8) Agriculture positions; report.
AB68-SSA1,1623,88 (a) In this subsection:
AB68-SSA1,1623,9 91. “Board” means the Board of Regents of the University of Wisconsin System.
AB68-SSA1,1623,10 102. “Chancellor” means the chancellor of the University of Wisconsin-Madison.
AB68-SSA1,1623,1611 (b) From the appropriation under s. 20.285 (1) (a), the board shall provide
12funding for 20.0 full-time equivalent agriculture-focused positions at the University
13of Wisconsin-Madison, comprised of 15.0 full-time equivalent county-based
14agriculture agent positions, 3.0 full-time equivalent research positions focusing on
15applied agriculture research, and 2.0 full-time equivalent research positions
16focusing on agriculture and climate change.
AB68-SSA1,1623,1717 (c) The positions specified in par. (b) are subject to all of the following:
AB68-SSA1,1623,19 181. The positions shall be filled using existing authorized full-time equivalent
19positions, funded from s. 20.285 (1) (a), that are currently vacant.
AB68-SSA1,1623,22 202. The positions shall be filled in a manner that reflects an increase in the total
21number of agricultural agent positions and agriculture-related research positions
22at the University of Wisconsin-Madison.
AB68-SSA1,1623,2423 (d) The chancellor may not abolish under s. 16.505 (2p) the positions specified
24in par. (b).

1(e) No later than January 1, 2023, the University of Wisconsin-Madison shall
2submit a report to the governor and the joint committee on finance containing all of
3the following information:
AB68-SSA1,1624,4 41. The date of hire of each person hired for a position specified in par. (b ).
AB68-SSA1,1624,6 52. The job responsibilities of each person hired for a position specified in par.
6(b).
AB68-SSA1,1624,10 73. For each person hired for a county-based agriculture agent position specified
8in par. (b), the strategies or tactics the person has used to communicate climate
9change issues to farmers, along with metrics for tracking the impact of these persons
10regarding agricultural practice changes in consideration of climate change.
AB68-SSA1,1624,14 114. For each person hired for a research position focusing on applied agriculture
12research specified in par. (b), the research conducted to date, the research to be
13conducted, the findings of the research to date, and how those findings are informing
14the person's work, as well as the work of county-based agriculture agents.
AB68-SSA1,1624,20 155. For each person hired for a research position focusing on agriculture and
16climate change specified in par. (b ), the ways in which the person has utilized the
17research findings of the researchers described in subd. 4. to inform the county-based
18agriculture agents, including developed curriculum and proposed outreach efforts,
19along with any additional research effort the person has undertaken and intends to
20undertake.
AB68-SSA1,1624,2521 (9) Positions for partnership program for Lake Superior Research Institute.
22The authorized FTE positions for the Board of Regents of the University of Wisconsin
23System, funded from the appropriation under s. 20.285 (1) (bm), are increased by 5.0
24GPR positions for the partnership program for the Lake Superior Research Institute
25under s. 36.25 (40).
