NR 440.76(13)(a)(a) What reports must I submit before I submit my notice of construction?
NR 440.76(13)(a)1.1. If you are required to submit an application for a construction permit under ch. NR 405 or 408, you shall submit the following 5 items by the date you submit your application:
NR 440.76(13)(a)1.a.a. Your draft materials separation plan, as specified in sub. (3) (d).
NR 440.76(13)(a)1.b.b. Your revised materials separation plan, as specified in sub. (3) (h) 3.
NR 440.76(13)(a)1.c.c. Your notice of the initial public meeting for your draft materials separation plan, as specified in sub. (3) (e) 2.
NR 440.76(13)(a)1.d.d. A transcript of the initial public meeting, as specified in sub. (3) (g) 6.
NR 440.76(13)(a)1.e.e. The document that summarizes your responses to the public comments you received during the initial public comment period, as specified in sub. (3) (h) 1.
NR 440.76(13)(a)2.2. If you are not required to submit an application for a construction permit under ch. NR 405 or 408, you shall submit the items in subd. 1. with your notice of construction.
NR 440.76(13)(b)(b) What must I include in my notice of construction and when must I submit it?
NR 440.76(13)(b)1.1. You shall include the following 10 items in your notice of construction:
NR 440.76(13)(b)1.a.a. A statement of your intent to construct the municipal waste combustion unit.
NR 440.76(13)(b)1.b.b. The planned initial startup date of your municipal waste combustion unit.
NR 440.76(13)(b)1.c.c. The types of fuels you plan to combust in your municipal waste combustion unit.
NR 440.76(13)(b)1.d.d. The capacity of your municipal waste combustion unit including supporting capacity calculations, as specified in sub. (15) (d) and (e).
NR 440.76(13)(b)1.e.e. Your siting analysis, as specified in sub. (4) (d).
NR 440.76(13)(b)1.f.f. Your final materials separation plan, as specified in sub. (3) (k) 2.
NR 440.76(13)(b)1.g.g. Your notice of the second public meeting (the siting analysis meeting) as specified in sub. (4) (e) 2.
NR 440.76(13)(b)1.h.h. A transcript of the second public meeting, as specified in sub. (4) (g) 4.
NR 440.76(13)(b)1.i.i. A copy of the document that summarizes your responses to the public comments you received during the second public comment period, as specified in sub. (4) (h) 1.
NR 440.76(13)(b)1.j.j. Your final siting analysis, as specified in sub. (4) (h) 3.
NR 440.76(13)(b)2.2. You shall submit your notice of construction no later than 30 days after you commence construction, reconstruction or modification of your municipal waste combustion unit.
NR 440.76(13)(c)(c) What reports must I submit after I submit my notice of construction and in what form?
NR 440.76(13)(c)1.1. You shall submit an initial report and annual reports, plus semiannual reports for any emission or parameter level that does not meet the limits specified in this section.
NR 440.76(13)(c)2.2. You shall submit all reports on paper, postmarked on or before the submittal dates in pars. (e), (g) and (j). If the department agrees, you may submit electronic reports.
NR 440.76(13)(c)3.3. You shall keep a copy of all reports required by pars. (f), (h) and (k) onsite for 5 years.
NR 440.76(13)(d)(d) What are the appropriate units of measurement for reporting my data? Tables 1 and 2 of this section provide the appropriate units of measurement for reporting your data.
NR 440.76(13)(e)(e) When must I submit the initial report? As specified in s. NR 440.07 (3), you shall submit your initial report within 60 days after your municipal waste combustion unit reaches the maximum load level at which it will operate, but no later than 180 days after its initial startup.
NR 440.76(13)(f)(f) What must I include in my initial report? You shall include the following 7 items in your initial report:
