This bill requires the Public Service Commission to establish and implement a program under which a public utility may finance energy improvements at a specific dwelling for a residential customer. Under the bill, a public utility may recover the cost of such an energy improvement through a surcharge periodically placed on the customer’s account.

SB784,15Section 1. 196.376 of the statutes is created to read:
SB784,,66196.376 Residential energy improvement program. The commission shall establish and implement a program under which a public utility may finance energy improvements at a specific dwelling and recover the cost of those improvements over time through a surcharge periodically placed on the public utility’s customer account for that dwelling. The commission shall promulgate rules to implement this program.
