SB5,,33Analysis by the Legislative Reference Bureau This bill is introduced as required by s. 227.26 (2) (j), stats., in support of the action of the Joint Committee for Review of Administrative Rules in suspending emergency rule 2209 of the Wisconsin Elections Commission on July 20, 2022. The suspended emergency rule 1) identified what constitutes a complete address for purposes of a statutory provision that prohibits the counting of an absentee ballot whose certificate is missing the address of a witness and 2) required municipal clerks to take one or more specified corrective actions in an attempt to remedy the missing or inaccurate information.
SB5,,44The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: SB5,15Section 1. 5.051 of the statutes is created to read: SB5,,665.051 Repeal of emergency rule. The emergency rule promulgated by the elections commission that took effect on July 11, 2022, and that created s. EL 6.06, Wis. Adm. Code, relating to the correction of absentee ballot certificate envelopes, is repealed.
