AB864,,33Analysis by the Legislative Reference Bureau This bill provides a funding increase to the Department of Children and Families to support the Family Foundations home visitation program. The bill provides an increase of $1,666,500 in general purpose revenue funding and requires that, in each fiscal year after fiscal year 2022-23, DCF allocate $44,500 more in federal funding than was allocated in fiscal year 2022-23.
Under current law, DCF distributes grants for the prevention of child abuse and neglect under a program commonly referred to as “Family Foundations.” Under the Family Foundations program, certain entities are eligible for grants to provide home visitation services for parents who are eligible for Medical Assistance and who are assessed to be at risk of poor birth outcomes or of abusing or neglecting their child.

In each fiscal year after fiscal year 2022-23, in allocating moneys for home visitation program services from the appropriation under s. 20.437 (1) (nL), the department shall set aside at least $44,500 more for those services than was set aside in fiscal year 2022-23. AB864,,88(1) Home visitation program; general purpose revenue. In the schedule under s. 20.005 (3) for the appropriation to the department of children and families under s. 20.437 (1) (ab), the dollar amount for fiscal year 2024-25 is increased by $1,666,500 to support the home visitation program under s. 48.983.
