SB984,1,3 1An Act to create 20.292 (1) (em) and 38.04 (33) of the statutes; relating to:
2grants to technical college districts for nurse aide training, special education
3funding, and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Technical College System Board to make grants to
technical college district boards in areas with nurse aide shortages to expand access
to nurse aide training.
The bill also provides additional funding for special education aid the
Department of Public Instruction pays to school districts, independent charter
schools, cooperative educational service agencies, and county children with
disabilities education boards, for purposes of maintaining compliance with
maintenance of effort requirements of the federal Consolidated Appropriations Act
and the federal American Rescue Plan Act.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB984,1 4Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

SB984,2 1Section 2. 20.292 (1) (em) of the statutes is created to read:
SB984,2,32 20.292 (1) (em) Nurse aide training. The amounts in the schedule for grants
3to technical college district boards under s. 38.04 (33) (b).
SB984,3 4Section 3. 38.04 (33) of the statutes is created to read:
SB984,2,65 38.04 (33) Nurse aide training. (a) In this subsection, “nurse aide” has the
6meaning given in s. 146.40 (1) (d).
SB984,2,97 (b) From the appropriation under s. 20.292 (1) (em), the board shall award
8grants to district boards in areas with nurse aide shortages to expand access to nurse
9aide training.
SB984,4 10Section 4 . Fiscal changes.
SB984,2,1711 (1) Special education aid. In the schedule under s. 20.005 (3) for the
12appropriation to the department of public instruction under s. 20.255 (2) (b), the
13dollar amount for fiscal year 2021-22 is increased by $270,000 to increase funding
14for aids for special education under s. 115.88. In the schedule under s. 20.005 (3) for
15the appropriation to the department of public instruction under s. 20.255 (2) (b), the
16the dollar amount for fiscal year 2022-23 is increased by $270,000 to increase
17funding for aids for special education under s. 115.88.
