SB969,1,3 1An Act to amend 86.19 (1); and to create 86.19 (1o) of the statutes; relating
2to:
authorizing Purple Heart Reservation highway signs on the Oneida
3Reservation.
Analysis by the Legislative Reference Bureau
This bill authorizes the Oneida Nation to erect signs in a highway right-of-way
denoting that the Oneida Reservation is a Purple Heart Reservation. Under current
law generally, no sign may be placed in a highway right-of-way unless the sign is
necessary for the guidance or warning of traffic.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB969,1 4Section 1. 86.19 (1) of the statutes is amended to read:
SB969,1,95 86.19 (1) Except as provided in sub. (1m) or, (1n), or (1o) or s. 84.01 (30) (g), no
6sign shall be placed within the limits of any street or highway except such as are
7necessary for the guidance or warning of traffic or as provided by ss. 60.23 (17m) and
866.0429. The authorities charged with the maintenance of streets or highways shall
9cause the removal therefrom and the disposal of all other signs.

1Section 2. 86.19 (1o) of the statutes is created to read:
SB969,2,92 86.19 (1o) Notwithstanding sub. (1), the governing body of the Oneida Nation
3of Wisconsin may erect and maintain within the right-of-way of any highway within
4the boundaries of the Oneida Reservation signs denoting that the Oneida
5Reservation is a Purple Heart Reservation. No sign under this subsection may be
6placed within the right-of-way of a highway designated as part of the national
7system of interstate and defense highways. A sign placed under this subsection is
8not a traffic control device and is not subject to the provisions of the Wisconsin
9manual on traffic control devices adopted by the department under s. 84.02 (4) (e).
