SB749,1,2 1An Act to amend 20.370 (1) (mu); and to create 29.063 (8) of the statutes;
2relating to: chronic wasting disease sampling and making an appropriation.
Analysis by the Legislative Reference Bureau
Current law allows the Department of Natural Resources to manage and
provide funding to conduct testing for chronic wasting disease in cervids. Currently,
DNR administers a program under which it provides self-service chronic wasting
disease sampling kiosks where hunters may drop off deer carcass for sampling. This
bill codifies this program by requiring DNR to establish and administer it and
provides $200,000 in the 2021-23 fiscal biennium for the program. The bill allows
DNR to contract with private entities to conduct the sampling and to pay the private
entity per sample taken.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB749,1 3Section 1. 20.370 (1) (mu) of the statutes is amended to read:
SB749,2,74 20.370 (1) (mu) General program operations — state funds. The amounts in
5the schedule for general program operations that are conducted under ss. 23.09 to

123.11, 27.01, 30.203, 30.277, and 90.21, and chs. 29 and 169, for activities conducted
2under the ecological inventory and monitoring program of the endangered resources
3program, for the aquatic and terrestrial resources inventory under s. 23.09 (2) (km),
4for providing the signage required under s. 23.118, for the chronic wasting disease
5sampling kiosk program under s. 29.063 (8),
and for payments of $53,700 in each
6fiscal year, to be credited to the appropriation account under s. 20.285 (1) (k), to the
7University of Wisconsin System for outdoor skills training under s. 29.598.
SB749,2 8Section 2. 29.063 (8) of the statutes is created to read:
SB749,2,139 29.063 (8) The department shall establish and administer a program under
10which it provides self-service chronic wasting disease sampling kiosks at locations
11determined by the department, where hunters may drop off deer carcass parts for
12sampling. The department may contract with private entities to conduct the
13sampling and may pay the private entity per sample taken.

SB749,2,2215 (1) Chronic wasting disease self-service sampling kiosks. In the schedule
16under s. 20.005 (3) for the appropriation to the department of natural resources
17under s. 20.370 (1) (mu), the dollar amount for fiscal year 2021-22 is increased by
18$100,000 for the self-service chronic wasting disease sampling kiosk program under
19s. 29.063 (8). In the schedule under s. 20.005 (3) for the appropriation to the
20department of natural resources under s. 20.370 (1) (mu), the dollar amount for fiscal
21year 2022-23 is increased by $100,000 for the self-service chronic wasting disease
22sampling kiosk program under s. 29.063 (8).
