SB734,1,2 1An Act relating to: adding positions for the veterans outreach and recovery
2program and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the veterans outreach and recovery program provides
outreach, treatment, and support to veterans who have mental health conditions.
This bill provides an additional 7 FTE positions to the veterans outreach and
recovery program.
The bill also provides additional funding for higher education and for special
education aid the Department of Public Instruction pays to school districts,
independent charter schools, cooperative educational service agencies, and county
children with disabilities education boards, for purposes of maintaining compliance
with maintenance of effort requirements of the federal Consolidated Appropriations
Act and the federal American Rescue Plan Act.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB734,1 3Section 1. Fiscal changes.
SB734,2,64 (1) Veterans outreach and recovery program. In the schedule under s. 20.005
5(3) for the appropriation to the department of veterans affairs under s. 20.485 (2) (qs),

1the dollar amount for fiscal year 2021-22 is increased by $599,700 to increase the
2authorized FTE positions to the department by 7.0 SEG positions to increase services
3provided under the veterans outreach and recovery program. In the schedule under
4s. 20.005 (3) for the appropriation to the department of veterans affairs under s.
520.485 (2) (qs), the dollar amount for fiscal year 2022-23 is increased by $716,300 to
6provide funding for the positions authorized under this subsection.
SB734,2,137 (2) Special education aid. In the schedule under s. 20.005 (3) for the
8appropriation to the department of public instruction under s. 20.255 (2) (b), the
9dollar amount is increased by $380,000 for the 2021-22 fiscal year to increase
10funding for aids for special education under s. 115.88. In the schedule under s. 20.005
11(3) for the appropriation to the department of public instruction under s. 20.255 (2)
12(b), the dollar amount is increased by $450,000 for the 2022-23 fiscal year to increase
13funding for aids for special education under s. 115.88.
SB734,2,2114 (3) UW System, general program operations. In the schedule under s. 20.005
15(3) for the appropriation to the Board of Regents of the University of Wisconsin
16System under s. 20.285 (1) (a), the dollar amount is increased by $95,000 for the
172021-22 fiscal year to increase funding for the purpose for which the appropriation
18is made. In the schedule under s. 20.005 (3) for the appropriation to the Board of
19Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar
20amount is increased by $115,000 for the 2022-23 fiscal year to increase funding for
21the purpose for which the appropriation is made.
