SB646,1,3 An Act relating to: funding for regional farm support agents, the University of Wisconsin System, technical colleges, and special education aid, and making an appropriation.

Analysis by the Legislative Reference Bureau

This bill increases the Department of Agriculture, Trade and Consumer Protection's authorized positions by 5.0 GPR positions to serve as regional farm support agents within DATCP's Farm Center and increases funding for these positions.

The bill also provides additional funding for the University of Wisconsin System under its general program operations appropriation; for state aid to technical colleges; and for special education aid the Department of Public Instruction pays to school districts, independent charter schools, cooperative educational service agencies, and county children with disabilities education boards.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB646,1 Section 1 . Fiscal changes.

SB646,2,10 (1) Regional farm support agents. In the schedule under s. 20.005 (3) for the appropriation to the department of agriculture, trade and consumer protection under s. 20.115 (3) (a), the dollar amount for fiscal year 2021-22 is increased by $347,400 to increase the authorized FTE positions for the department by 5.0 GPR positions to serve as regional farm support agents within the department's Farm Center in the northeast, northwest, central, southeast, and southwest regions of the state. In the schedule under s. 20.005 (3) for the appropriation to the department of agriculture, trade and consumer protection under s. 20.115 (3) (a), the dollar amount for fiscal year 2022-23 is increased by $436,600 to provide funding for the positions authorized under this subsection.

SB646,2,15 (2) Special education aid. In the schedule under s. 20.005 (3) for the appropriation to the department of public instruction under s. 20.255 (2) (b), the dollar amount for fiscal year 2021-22 is increased by $220,000 and the dollar amount for fiscal year 2022-23 is increased by $275,000 to increase funding for aids for special education under s. 115.88.

SB646,2,20 (3) UW System; general program operations. In the schedule under s. 20.005 (3) for the appropriation to the Board of Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar amount for fiscal year 2021-22 is increased by $45,100 and the dollar amount for fiscal year 2022-23 is increased by $57,400 for the purpose for which the appropriation is made.

SB646,3,2 (4) State aids for technical colleges. In the schedule under s. 20.005 (3) for the appropriation to the technical college system board under s. 20.292 (1) (d), the dollar amount for fiscal year 2021-22 is increased by $9,900 and the dollar amount for fiscal year 2022-23 is increased by $12,600 for the purpose for which the appropriation is made.
