1An Act relating to: funding for Wisconsin grants for University of Wisconsin
2System students and technical college students, special education funding, and
3making an appropriation.

This bill increases funding for Wisconsin grants for University of Wisconsin
System students and technical college students and also increases special education
funding.
Under current law, the Wisconsin grant program, administered by the Higher
Educational Aids Board, provides grants to postsecondary resident students
enrolled at least half time and registered as freshmen, sophomores, juniors, or
seniors in specified postsecondary institutions, including UW institutions and
technical colleges.
The bill increases HEAB's biennial appropriation for Wisconsin grants for UW
students by $2,300,000 in each year of the 2021-23 fiscal biennium and for technical
college students by $11,800,000 in each year of the 2021-23 fiscal biennium.
The bill also provides additional funding for special education aid the
Department of Public Instruction pays to school districts, independent charter
schools, cooperative educational service agencies, and county children with
disabilities education boards, for purposes of maintaining compliance with
maintenance of effort requirements of the federal Consolidated Appropriations Act
and the federal American Rescue Plan Act.

3under s. 20.005 (3) for the appropriation to the higher educational aids board under
4s. 20.235 (1) (fe), the dollar amount for fiscal year 2021-22 is increased by $2,300,000
5to increase funding for the purpose for which the appropriation is made and the
6dollar amount for fiscal year 2022-23 is increased by $2,300,000 to increase funding
7for the purpose for which the appropriation is made.

9s. 20.005 (3) for the appropriation to the higher educational aids board under s.
1020.235 (1) (ff), the dollar amount for fiscal year 2021-22 is increased by $11,800,000

12dollar amount for fiscal year 2022-23 is increased by $11,800,000 to increase funding
13for the purpose for which the appropriation is made.

16dollar amount for fiscal year 2021-22 is increased by $7,685,000 to increase funding
17for aids for special education under s. 115.88 and the dollar amount for fiscal year
182022-23 is increased by $7,685,000 to increase funding for aids for special education
19under s. 115.88.
