SB616,1,2 1An Act to amend 23.47 (2); and to create 23.47 (1) (e) of the statutes; relating
2to:
electronic issuance of dog training licenses.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Natural Resources to offer dog training
licenses for purchase through the electronic system DNR uses for the purchase of
hunting and other approvals (known as GoWild).
Current law authorizes DNR to maintain an electronic system for the issuance
of hunting and other approvals and safety certificates relating to the operation of
outdoor recreational vehicles.
Under current law, DNR issues licenses that authorize the holder to purchase,
possess, release, and hunt specified animal species for the purpose of training a dog
to retrieve, point, flush, and track game.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB616,1 3Section 1. 23.47 (1) (e) of the statutes is created to read:
SB616,1,44 23.47 (1) (e) A dog training license under s. 169.20.
SB616,2 5Section 2. 23.47 (2) of the statutes is amended to read:

123.47 (2) Electronic retrieval of information. If the department maintains
2a system under which the department stores information in an electronic format that
3relates to individuals who have been issued approvals under ch. 29 or, safety
4certificates under s. 23.33, 23.335, 30.74, or 350.055, or dog training licenses under
5s. 169.20,
the department may issue a conservation card to any individual who
6applies for the card for purposes of enabling the department to access information
7about that individual in the system. The department may authorize an individual
8to carry a conservation card or another form of identification, determined by the
9department, in lieu of carrying proof under sub. (1).
SB616,3 10Section 3. Nonstatutory provisions.
SB616,2,1311 (1) Dog training licenses. The department of natural resources shall offer dog
12training licenses under s. 169.20 for purchase through the electronic system the
13department uses for the purchase of approvals under ch. 29.
SB616,4 14Section 4. Effective date.
SB616,2,1615 (1) Dog training licenses. This act takes effect on the first day of the 4th month
16beginning after publication.
