SB480,1,2 1An Act relating to: a grant for a science, technology, engineering, and
2mathematics innovation center in the city of Kenosha.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Administration to award a grant of
$9,750,000 to the city of Kenosha to assist in the construction of a science, technology,
engineering, and mathematics innovation center in the city of Kenosha. Before
awarding the grant, DOA must ensure that the city of Kenosha has secured
additional funding commitments of at least $9,750,000 from nonstate revenue
sources. Finally, the bill requires the governor to allocate $9,750,000 of the funds
accepted under the federal American Rescue Plan Act of 2021 for the grant to the city
of Kenosha for the Kenosha STEM Innovation Center.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB480,9101 3Section 9101. Nonstatutory provisions; Administration.
SB480,1,44 (1) Kenosha STEM innovation center.
SB480,2,35 (a) From the moneys allocated under par. (c ), the department of administration
6shall award a grant of $9,750,000 in the 2021-22 fiscal year to the city of Kenosha

1to assist in the construction of a science, technology, engineering, and mathematics
2innovation center at the site previously occupied by the Chrysler facility in the city
3of Kenosha.
SB480,2,64 (b) Before awarding the grant under par. (a), the department of administration
5shall ensure that the city of Kenosha has secured at least $9,750,000 in additional
6funding commitments for the project from nonstate revenue sources.
SB480,2,107 (c) Of the moneys the governor accepts from the federal government under s.
816.54 pursuant to section 602 of the federal Social Security Act as amended by the
9federal American Rescue Plan Act of 2021, P.L. 117-2, the governor shall allocate
10$9,750,000 for the grant under par. (a ).
