SB471,1,2 1An Act to create 165.85 (4) (a) 7. d. and 165.85 (4) (em) of the statutes; relating
2to:
crisis training for law enforcement officers.
Analysis by the Legislative Reference Bureau
Under current law, Wisconsin law enforcement officers, other than sheriffs, are
required to complete a preparatory training program consisting of 600 hours of
training, and recertification training consisting of 24 hours of training per year. As
part of ongoing recertification training, an officer must complete at least four hours
of police pursuit training biennially, and an annual handgun operation qualification
course. This bill requires that each Wisconsin law enforcement officer also complete
as part of his or her recertification training at least four hours of crisis management
training on a biennial basis, which would count towards the officer's annual 24-hour
recertification training requirement.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB471,1 3Section 1. 165.85 (4) (a) 7. d. of the statutes is created to read:
SB471,2,34 165.85 (4) (a) 7. d. Each officer who is subject to this subdivision shall
5biennially complete at least 4 hours of training from curricula based upon model

1standards promulgated by the board under par. (em). Hours of training completed
2under this subd. 7. d. shall count toward the hours of training required under subd.
37. a.
SB471,2 4Section 2. 165.85 (4) (em) of the statutes is created to read:
SB471,2,75 165.85 (4) (em) Crisis management. The board shall establish criteria for crisis
6management training. Notwithstanding s. 227.10 (1), the criteria need not be
7promulgated as rules under ch. 227 and shall do all of the following:
SB471,2,98 1. Establish model standards that could be used by any law enforcement agency
9to show crisis management proficiency.
SB471,2,1210 2. Establish the preparatory program and annual recertification training
11curricula required under par. (a) relating to an officer's ability to respond to crisis
12situations.
