SB235,1,2 1An Act to create 115.385 (1g) (f) of the statutes; relating to: measuring a school
2district's improvement for the school and school district accountability report.
Analysis by the Legislative Reference Bureau
Current law requires the Department of Public Instruction to annually, by
November 30, publish a school and school district accountability report, commonly
referred to as school and school district report cards. DPI must establish an index
system and, using this index system, place each school and school district in a
performance category based upon certain measures, including pupil achievement,
growth in pupil achievement, and graduation rates, for the preceding school year.
This bill requires DPI, for purposes of measuring a school district's improvement, to
exclude data derived from a juvenile detention facility or secured residential care
center for children and youth if 50 percent or more of the pupils residing at the facility
do not reside there for the entire school term.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB235,1 3Section 1. 115.385 (1g) (f) of the statutes is created to read:
SB235,2,34 115.385 (1g) (f) For purposes of measuring a school district's improvement, the
5department may not include data derived from any of the following facilities located

1in the school district if 50 percent or more of the total number of pupils residing at
2the facility during the relevant school year do not reside at the facility for the entire
3school term:
SB235,2,44 1. A juvenile detention facility, as defined in s. 938.02 (10r).
SB235,2,65 2. A secured residential care center for children and youth, as defined in s.
6938.02 (15g).

SB235,2,98 (1) This act first applies to a school and school district accountability report
9published under s. 115.385 for the 2022-23 school year.
