SB221,1,2 1An Act relating to: transportation to a private school during the 2020-21 school
2year for pupils who reside in a first class city school district.

Under this bill, if a person had a contract with the Milwaukee Board of School
Directors to transport a resident pupil to and from a private school in the 2019-20
school year and the person notifies the board that the person transported a resident
pupil to and from a private school during the 2020-21 school year, the board must
make a payment to the person in the 2020-21 school year. Under the bill, the amount
paid in the 2020-21 school year is the amount the board paid the person under the
contract in the 2019-20 year. Under the bill, a person is not eligible for a payment
in the 2020-21 school year if the 2019-20 contract was to transport solely a pupil who
graduated high school during the 2019-20 school year. Finally, the bill specifies that
the board may claim state transportation aid for payments made under the bill.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB221,1 3Section 1. Nonstatutory provisions.
SB221,1,54 (1) Transportation of pupils attending a private school in a 1st class city
5school district; 2020-21 school year.

1(a) In this subsection:
SB221,2,3 21. “Board" means the board of school directors in charge of the public schools
3of a city of the 1st class.
SB221,2,6 42. “Eligible party” means a person who had a transportation contract with the
5board unless the transportation contract was to transport solely a pupil who
6graduated high school during the 2019-20 school year.
SB221,2,10 73. “Transportation contract” means a contract between the board and a
8common carrier, the proper officials of a private school or private association, a
9pupil's parent or guardian, or any other party to transport a pupil to and from a
10private school during the 2019-20 school year.
SB221,2,1511 (b) If an eligible party notifies the board that the eligible party transported a
12pupil who resides in a 1st class city school district to a private school during the
132020-21 school year, the board shall pay the eligible party an amount equal to the
14total amount it paid the eligible party under its transportation contract with the
15eligible party for transportation provided during the 2019-20 school year.
SB221,2,1716 (c) The board may claim transportation aid under s. 121.58 for payments made
17under this subsection.
