AJR69,1,2 1To amend section 25 of article IV of the constitution; relating to: state contracts for
2stationery and printing (first consideration).
Analysis by the Legislative Reference Bureau
Currently, state contracts for stationery and printing must generally be let to
the lowest bidder, regardless of where the bidder is located. This constitutional
amendment, proposed to the 2021 legislature on first consideration, requires that all
state contracts for stationery and printing be let to the lowest bidder operating in
Wisconsin, if there is such a bidder and unless prohibited by federal law or a treaty
or other international agreement.
A proposed constitutional amendment requires adoption by two successive
legislatures, and ratification by the people, before it becomes effective.
AJR69,1,3 3Resolved by the assembly, the senate concurring, That:
AJR69,1 4Section 1. Section 25 of article IV of the constitution is amended to read:
AJR69,2,35 [Article IV] Section 25. The legislature shall provide by law that all stationery
6required for the use of the state, and all printing authorized and required by them
7to be done for their use, or for the state, shall be let by contract to the lowest bidder
8operating in this state, if there is such a bidder and unless prohibited by federal law

1or a treaty or other international agreement
, but the legislature may establish a
2maximum price; no member of the legislature or other state officer shall be
3interested, either directly or indirectly, in any such contract.
AJR69,2,6 4Be it further resolved, That this proposed amendment be referred to the
5legislature to be chosen at the next general election and that it be published for three
6months previous to the time of holding such election.
