AJR150,1,53 Whereas, on February 24, 2022, Russian President Vladimir Putin declared the
4start of a “special military operation” in Ukraine that has threatened the nation's
5sovereignty and democratically elected government; and
AJR150,1,86 Whereas, hundreds of thousands of Russian troops have been deployed to
7assault Ukraine on multiple fronts in what has become a full-scale invasion and the
8largest mobilization of military forces in Europe since World War II; and
AJR150,1,119 Whereas, in the days since the invasion of Ukraine has begun, the densely
10populated cities of Kyiv, Kharkiv, Chernihiv, Mariupol, and Kherson, among many
11others, have faced ground fighting, airstrikes, and occupation by Russian forces; and
AJR150,1,1412 Whereas, in multiple cities, Russian forces have begun targeting residential
13neighborhoods, hospitals, and radio and television towers with increasingly
14powerful weapons; and

1Whereas, just days into the invasion, hundreds of Ukrainian civilians have
2been killed, thousands are without power or heat in freezing temperatures, and more
3than half a million refugees have fled the country in harsh conditions seeking safety;

AJR150,2,75 Whereas, Russian troops have been met with resistance across the country by
6both Ukrainian military forces and courageous civilians who have joined the war
7effort in pursuit of a free and democratic Ukraine; now, therefore, be it
AJR150,2,11 8Resolved by the assembly, the senate concurring, That the Wisconsin
9State Legislature condemns the unprovoked invasion on Ukraine and stands in
10solidarity with the Ukrainian people as they risk their lives to defend their
11sovereignty.
