AB988,1,2 1An Act to repeal 20.455 (2) (dm); and to create 20.455 (2) (dm) of the statutes;
2relating to: violence prevention grants and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill provides $10,000,000 in grant funding in the 2021-23 fiscal biennium
through the Department of Justice for violence prevention programs. Under the bill,
DOJ must consult with the Department of Health Services to determine grant
awards.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB988,1 3Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
4the following amounts for the purposes indicated: - See PDF for table PDF
AB988,2 1Section 2. 20.455 (2) (dm) of the statutes is created to read:
AB988,2,42 20.455 (2) (dm) Violence prevention grants. The amounts in the schedule for
3the violence prevention grant program under 2021 Wisconsin Act .... (this act),
4section 4 (1).
AB988,3 5Section 3. 20.455 (2) (dm) of the statutes, as created by 2021 Wisconsin Act
6.... (this act), is repealed.
AB988,4 7Section 4 . Nonstatutory provisions.
AB988,2,128 (1) Violence prevention grants. The department of justice shall establish a
9program to award grants from the appropriation under s. 20.455 (2) (dm) in the
102021-23 fiscal biennium for violence prevention programs. Grant applications are
11due no later than June 30 of each fiscal year. The department of justice shall consult
12with the department of health services to determine grant awards under this section.
AB988,5 13Section 5 . Fiscal changes.
AB988,2,2014 (1) Special education aid. In the schedule under s. 20.005 (3) for the
15appropriation to the department of public instruction under s. 20.255 (2) (b), the
16dollar amount is increased by $3,100,000 for the 2021-22 fiscal year to increase
17funding for aids for special education under s. 115.88. In the schedule under s. 20.005
18(3) for the appropriation to the department of public instruction under s. 20.255 (2)
19(b), the dollar amount is increased by $3,100,000 for the 2022-23 fiscal year to
20increase funding for aids for special education under s. 115.88.

1(2) UW System, general program operations. In the schedule under s. 20.005
2(3) for the appropriation to the Board of Regents of the University of Wisconsin
3System under s. 20.285 (1) (a), the dollar amount is increased by $800,000 for the
42021-22 fiscal year to increase funding for the purpose for which the appropriation
5is made. In the schedule under s. 20.005 (3) for the appropriation to the Board of
6Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar
7amount is increased by $800,000 for the 2022-23 fiscal year to increase funding for
8the purpose for which the appropriation is made.
AB988,6 9Section 6. Effective dates. This act takes effect on the day after publication,
10except as follows:
AB988,3,1111 (1) The repeal of s. 20.455 (2) (dm) takes effect on June 30, 2023.
