AB975,1,3 1An Act to renumber and amend 118.19 (7m); and to create 118.19 (7m) (b) of
2the statutes; relating to: substitute teacher permits issued by the Department
3of Public Instruction.
Analysis by the Legislative Reference Bureau
This bill requires the state superintendent of public instruction to grant a
substitute teacher permit to an individual who satisfies all of the following
requirements:
1. The individual is eligible for a permit based on a successful background
check.
2. The individual is at least 21 years of age.
3. The individual is enrolled in a teacher preparatory program approved by the
state superintendent.
4. If the teacher preparatory program in which the individual is enrolled
awards a bachelor's degree, the individual has successfully completed the minimum
number of course credits required for the individual to have achieved junior level
status.
5. The individual has completed at least 15 hours of classroom observation.
The bill specifies that, if the individual is eligible for a substitute teacher permit
under the bill, the state superintendent may not require the individual to complete
substitute teacher training as a condition for receiving the permit.
Under current law, an individual is eligible for a substitute teacher permit if the
individual 1) is eligible for a permit based on a successful background check; 2) has

an associate degree; and 3) has successfully completed substitute teacher training.
The bill retains this pathway for obtaining a substitute teacher permit.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB975,1 1Section 1. 118.19 (7m) of the statutes is renumbered 118.19 (7m) (intro.) and
2amended to read:
AB975,2,53 118.19 (7m) (intro.) The state superintendent shall grant a substitute teacher
4permit to an individual who is eligible for licensure under subs. (4) and (10), and who
5satisfies any of the following:
AB975,2,7 6(a) The individual has an associate degree , and has successfully completed
7substitute teacher training.
AB975,2 8Section 2. 118.19 (7m) (b) of the statutes is created to read:
AB975,2,99 118.19 (7m) (b) 1. All of the following apply to the individual:
AB975,2,1010 a. The individual is at least 21 years of age.
AB975,2,1211 b. The individual is enrolled in a teacher preparatory program approved by the
12state superintendent under s. 115.28 (7) (a).
AB975,2,1613 c. If the teacher preparatory program in which the individual is enrolled
14awards a bachelor's degree, the individual has successfully completed the minimum
15number of course credits required for the individual to have achieved junior level
16status.
AB975,2,1717 d. The individual has completed at least 15 hours of classroom observation.
