AB965,1,4 1An Act to create 115.385 (1g) (g) and 115.385 (7) of the statutes; relating to:
2the components, methods, and formulas the Department of Public Instruction
3uses to publish school and school district accountability reports and granting
4rule-making authority.
Analysis by the Legislative Reference Bureau
Current law requires the Department of Public Instruction to annually, by
November 30, publish a school and school district accountability report, commonly
referred to as school and school district report cards. DPI must establish an index
system and, using this index system, place each school and school district in a
performance category based upon certain measures, including pupil achievement,
growth in pupil achievement, and graduation rates, for the preceding school year.
This bill requires DPI, for school and school district report cards published for
the 2021-22 school year, to use the measures, index system, and other components,
methods, and formulas that DPI used to publish the school and school district report
cards for the 2018-19 school year. Going forward, DPI may change the measures,
index system, and other components, methods, and formulas that DPI uses only by
promulgating rules.
The bill also specifies that, in determining a school's overall score on a school
report card, DPI may not give more weight to measures of growth in pupil
achievement in reading and mathematics than to measures of actual pupil
achievement in reading and mathematics.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

3school's performance under sub. (1) (b), the department may not give more weight to
4the measure specified under sub. (1) (a) 1m. than to the measure specified under sub.
5(1) (a) 1.
AB965,2 6Section 2. 115.385 (7) of the statutes is created to read:
AB965,2,117 115.385 (7) The department shall promulgate by rule the measures under sub.
8(1) (a), index system under sub. (1) (b), qualitative definition for the performance
9categories under sub. (1) (c), adjustments under sub. (1g) (c), and other components,
10methods, and formulas the department uses to publish school and school district
11accountability reports under this section.
AB965,3 12Section 3. Nonstatutory provisions.
AB965,2,1713 (1) In publishing the school and school district accountability report under s.
14115.385 for the 2021-22 school year, the department of public instruction shall use
15the measures, index system, qualitative definition for the performance categories,
16adjustments, and other components, methods, and formulas that the department
17used to publish the accountability report for the 2018-19 school year.

19and formulas specified under sub. (1 ) only by promulgating rules under s. 115.385
