AB940,1,2 1An Act relating to: implementation of talent attraction and retention
2initiatives.
Analysis by the Legislative Reference Bureau
Under current law, the Wisconsin Economic Development Corporation
administers a program under which it collaborates with state agencies to develop
and implement initiatives for the attraction of talent to and retention of talent in this
state. Also under current law, under 2021 Wisconsin Act 58, WEDC is required to
expend $3,000,000 under that program in the 2021-23 fiscal biennium.
This bill requires the chief executive officer of WEDC, within 30 days after the
bill becomes law, to submit a plan to the Joint Committee on Finance describing in
detail WEDC's plan for making expenditures on talent attraction and retention
initiatives, as required under 2021 Wisconsin Act 58, and to ensure that WEDC
begins making those expenditures.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB940,1,64 (1) No later than 30 days after the effective date of this subsection, the chief
5executive officer of the Wisconsin Economic Development Corporation shall do all of
6the following:

1(a) Submit a plan to the joint committee on finance describing in detail the
2corporation's plan for making the expenditures required under 2021 Wisconsin Act
358
, Section 9149 (2), with respect to initiatives for the attraction of talent to and
4retention of talent in this state under s. 238.155.
AB940,2,65 (b) Ensure that the corporation begins making the expenditures required
6under 2021 Wisconsin Act 58, Section 9149 (2).
