AB898,1,2 An Act to create 46.48 (33) of the statutes; relating to: grants to mental health clubhouses.

This bill requires the Department of Health Services to award grants to clubhouses. A “clubhouse,” as defined in the bill, is a nonresidential rehabilitation program that provides support and services to individuals who have a mental illness but does not directly provide treatment or medical care for mental illnesses. To receive a grant, a clubhouse must include only members who have been diagnosed with a mental illness and are under treatment for the mental illness, raise an amount of money itself to receive a matching grant, provide activities and services to members on a voluntary basis, be accredited, have its own distinct physical space, and allow members to have the opportunity to participate in the administration and other operational functions of the clubhouse. The bill allows, if applicable, the Joint Committee on Finance to make a supplement using its passive review process for the purposes of providing grants to clubhouses.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB898,1 Section 1. 46.48 (33) of the statutes is created to read:

AB898,2,4 46.48 (33) Mental health clubhouses. (a) In this subsection, “clubhouse” means a nonresidential rehabilitation program that provides support and services to individuals who have a mental illness but does not directly provide treatment or medical care for mental illnesses.

AB898,2,8 (b) The department shall award grants to clubhouses in a total amount of no more than $500,000 per fiscal year and no more than $50,000 per clubhouse per fiscal year. The department may not award a grant to a clubhouse unless the clubhouse meets all of the following criteria:

AB898,2,10 1. Every member who receives services at the clubhouse has been diagnosed with a mental illness and is under treatment for the mental illness.

AB898,2,13 2. The clubhouse raises an amount of money to match the grant amount requested. The department may not award a grant to a clubhouse that exceeds the money raised by the clubhouse.

AB898,2,14 3. Membership in clubhouse activities and services is voluntary.

AB898,2,16 4. The clubhouse has its own distinct physical space separate from a mental health center or institution.

AB898,2,18 5. Members of the clubhouse have the opportunity to participate in the administration and other operational functions of the clubhouse.

AB898,2,20 6. The clubhouse is accredited by Clubhouse International or, as approved by the department, a similar accreditation organization.

AB898,2 Section 2 . Nonstatutory provisions.

AB898,2,24 (1) Supplement for grants to mental health clubhouses. If applicable, the joint committee on finance may make from moneys appropriated to it a supplement for purposes of this act under the process described under s. 20.928 (2m).

AB898,3 Section 3. Effective date.

AB898,3,1 (1) This act takes effect on July 1, 2023.
