AB771,1,4 An Act to amend 20.370 (1) (hs) (title) and 29.063 (1); and to create 20.370 (1) (he) of the statutes; relating to: funding for chronic wasting disease research and management, technical colleges, and special education aid and making an appropriation.

Analysis by the Legislative Reference Bureau

Under this bill, the Department of Natural Resources may research chronic wasting disease (CWD) in cervids, in addition to managing and providing funding to conduct testing for CWD, which DNR is authorized to do under current law. A cervid is any species of deer or elk that is present in the wild and that is not a farm-raised deer. The bill also appropriates $1,000,000 annually from the general fund in fiscal years 2021-22 and 2022-23 for research on and management of CWD. Current law appropriates no money for this purpose.

The bill also provides additional funding for state aid to technical colleges and for special education aid the Department of Public Instruction pays to school districts, independent charter schools, cooperative educational service agencies, and county children with disabilities education boards, for purposes of maintaining compliance with maintenance of effort requirements of the federal Consolidated Appropriations Act and the federal American Rescue Plan Act.

AB771,2 Section 2. 20.370 (1) (he) of the statutes is created to read:

AB771,2,6 20.370 (1) (he) Chronic wasting disease management. From the general fund, the amounts in the schedule for research on and the management of chronic wasting disease under s. 29.063 (1).

AB771,3 Section 3. 20.370 (1) (hs) (title) of the statutes is amended to read:

AB771,2,8 20.370 (1) (hs) (title) Chronic wasting disease management — fees.

AB771,4 Section 4 . 29.063 (1) of the statutes is amended to read:

AB771,2,11 29.063 (1) The department may research, manage, and provide funding to conduct testing for, chronic wasting disease in cervids.

AB771,5 Section 5 . Fiscal changes.

AB771,3,2 (1) State aid to technical colleges. In the schedule under s. 20.005 (3) for the appropriation to the technical college system board under s. 20.292 (1) (d), the dollar amount for fiscal year 2021-22 is increased by $160,000 to increase funding for state aid for technical colleges and the dollar amount for fiscal year 2022-23 is increased by $160,000 to increase funding for state aid for technical colleges.

AB771,3,8 (2) Special education aid. In the schedule under s. 20.005 (3) for the appropriation to the department of public instruction under s. 20.255 (2) (b), the dollar amount for fiscal year 2021-22 is increased by $630,000 to increase funding for aids for special education under s. 115.88 and the dollar amount for fiscal year 2022-23 is increased by $630,000 to increase funding for aids for special education under s. 115.88.
