1An Act to create 111.70 (4) (mc) 7. of the statutes;
relating to: prohibiting public
2safety bargaining units that represent law enforcement officers from
3bargaining reversal of firing by police chiefs.
Analysis by the Legislative Reference Bureau
Under current law, a collective bargaining unit that represents public safety
employees (law enforcement officers) may generally bargain wages, hours, and
conditions of employment. This bill prohibits public safety bargaining units that
represent law enforcement officers from bargaining the reversal of a decision by a
police chief to fire a law enforcement officer. The bill does not prohibit a fire and
police commission or police and fire commission from rehiring a law enforcement
officer who was fired.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(4) (mc) 7. The decision of a chief of police to terminate a public safety
6officer for cause. This subdivision does not prohibit a fire and police commission or
1police and fire commission from rehiring a public safety officer who has been
2terminated by a chief of police.

Initial applicability.

(1) This act first applies to an employee who is covered by a collective
5bargaining agreement under subch. IV of ch. 111 that contains provisions
6inconsistent with this act on the day on which the agreement expires or is
7terminated, extended, modified, or renewed, whichever occurs first.
