Analysis by the Legislative Reference Bureau
This bill adds September 11 to the list of special observance days that apply to
general school operations. Current law provides a list of 21 special observance days,
including Dr. Martin Luther King, Jr., Day; Susan B. Anthony's birthday;
Environmental Awareness Day; Bullying Awareness Day; and Veterans Day. Under
current law, a special observance day must be appropriately observed when school
is held on that day or, if the day falls on a Saturday or Sunday, on the school day
immediately preceding or following the special observance day. The bill specifies
that September 11 is a day to remember the attacks that occurred on September 11,
2001, and to honor law enforcement officers and fire fighters.
