AB343,1,4 1An Act to create 20.370 (1) (fq), 20.370 (6) (dd) and 23.22 (2) (g) of the statutes;
2relating to: grants to map, control, eradicate, monitor, and minimize the
3spread of wild parsnip; funding for the Bureau of Natural Heritage
4Conservation; granting rule-making authority; and making an appropriation.

This bill requires the Department of Natural Resources, under its statewide
program to control invasive species, to award up to $100,000 in each fiscal year in
the 2021-23 fiscal biennium in grants to local governments or American Indian
tribes or bands that have declared wild parsnip to be a noxious weed for projects on
public or private land to map, control, eradicate, monitor, and minimize the spread
of wild parsnip. The bill allows a grant recipient to collaborate with a regional
conservation organization on a project funded by the grant.
The bill appropriates $50,000 in each fiscal year in the 2021-23 fiscal biennium
to the Bureau of Natural Heritage Conservation.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB343,2,97 20.370 (6) (dd) Environmental aids — wild parsnip management grants. From
8the general fund, as a continuing appropriation, the amounts in the schedule for
9grants under s. 23.22 (2) (g).
AB343,4 10Section 4. 23.22 (2) (g) of the statutes is created to read:
AB343,3,511 23.22 (2) (g) Under the program established under par. (a) and from the
12appropriation under s. 20.370 (6) (dd), the department shall award up to $100,000
13in grants to counties, cities, villages, towns, or federally recognized American
14Indians tribes or bands in each fiscal year for projects to map, control, eradicate,
15monitor, and minimize the spread of wild parsnip on public or private land. To be
16eligible for a grant under this paragraph, an applicant must have, by ordinance or

1resolution, declared wild parsnip to be a noxious weed. A weed commissioner may
2apply for a grant under this paragraph on behalf of a county, city, village, or town.
3The recipient of a grant may collaborate with a regional conservation organization
4on a project funded by the grant. The department may promulgate rules to
5administer this grant program.
