This bill allows the Department of Health Services, as part of the grants DHS
is required to award for community programs, to distribute up to $1,936,000 in each
fiscal year starting with fiscal year 2022-23 to local health departments to provide
behavioral health treatment services and communication services as required for
individuals who are deaf, hard of hearing, or deaf-blind.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 46.48 (3m) of the statutes is created to read:

(3m) Deaf, hard of hearing, and deaf-blind behavioral health
6treatment program. The department may distribute a total of not more than
7$1,936,000 in each fiscal year, beginning in fiscal year 2022-23, to local health
1departments, as defined in s. 250.01 (4), to provide behavioral health treatment
2services and to utilize techniques needed to enable appropriate linguistic
3communication for individuals who are deaf, hard of hearing, or deaf-blind.

7of health services under s. 20.435 (5) (bc), the dollar amount for fiscal year 2022-23
8is increased by $1,936,000 to provide grants to local health departments to provide
9services to individuals who are deaf, hard of hearing, and deaf-blind under s. 46.48
10(3m).
