AB1010,1,3 1An Act to repeal 20.455 (2) (cs); and to create 20.455 (2) (cs) of the statutes;
2relating to: creating a community policing and community prosecution grant
3program and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill provides $20,000,000 in grant funding in the 2021-23 fiscal biennium
through the Department of Justice to support community policing and community
prosecution. Under the bill, grants may be awarded only to communities with crime
rates that are higher than the state average for a community that size and must be
used for place-based, community-oriented, targeted crime reduction strategies.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1010,1 4Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

AB1010,2 1Section 2. 20.455 (2) (cs) of the statutes is created to read:
AB1010,2,42 20.455 (2) (cs) Community policing and community prosecution grant program.
3The amounts in the schedule for the community policing and community prosecution
4grant program under 2021 Wisconsin Act .... (this act), section 4 (1 ).
AB1010,3 5Section 3. 20.455 (2) (cs) of the statutes, as created by 2021 Wisconsin Act ....
6(this act), is repealed.
AB1010,4 7Section 4 . Nonstatutory provisions.
AB1010,2,118 (1) Community policing and community prosecution grant program. From the
9appropriation under s. 20.455 (2) (cs), the department of justice shall provide grants
10in the 2021-23 fiscal biennium for community policing and community prosecution.
11A grant awarded under this subsection must meet all of the following requirements:
AB1010,2,1312 (a) The grant must be awarded to a law enforcement agency and the city, town,
13or village that the law enforcement agency serves, as co-recipients.
AB1010,2,1514 (b) The city, town, or village must have a crime rate that is higher than the
15average crime rate in this state for a city, town, or village of its size.
AB1010,2,1716 (c) The grant money must be used for programs in neighborhoods with the
17highest crime rates within the city, town, or village.
AB1010,3,218 (d) The grant money must be used for designing and implementing a
19place-based, community-oriented crime reduction strategy in a targeted

1neighborhood as a component of a broader neighborhood revitalization plan to
2address chronic crime issues within the target neighborhood.
AB1010,5 3Section 5 . Fiscal changes.
AB1010,3,104 (1) Special education aid. In the schedule under s. 20.005 (3) for the
5appropriation to the department of public instruction under s. 20.255 (2) (b), the
6dollar amount is increased by $6,300,000 for the 2021-22 fiscal year to increase
7funding for aids for special education under s. 115.88. In the schedule under s. 20.005
8(3) for the appropriation to the department of public instruction under s. 20.255 (2)
9(b), the dollar amount is increased by $6,300,000 for the 2022-23 fiscal year to
10increase funding for aids for special education under s. 115.88.
AB1010,3,1811 (2) UW System; general program operations. In the schedule under s. 20.005
12(3) for the appropriation to the Board of Regents of the University of Wisconsin
13System under s. 20.285 (1) (a), the dollar amount is increased by $1,600,000 for the
142021-22 fiscal year to increase funding for the purpose for which the appropriation
15is made. In the schedule under s. 20.005 (3) for the appropriation to the Board of
16Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar
17amount is increased by $1,600,000 for the 2022-23 fiscal year to increase funding for
18the purpose for which the appropriation is made.
AB1010,6 19Section 6. Effective dates. This act takes effect on the day after publication,
20except as follows:
AB1010,3,2121 (1) The repeal of s. 20.455 (2) (cs) takes effect on July 1, 2023.
