SJR41,1,42 Whereas, the National Conference of State Legislatures (NCSL) was founded
3in 1975 as a nationwide organization to serve the interests of the legislatures of the
450 states; and
SJR41,1,65 Whereas, members and staff of the Wisconsin Legislature were instrumental
6in leading efforts to establish NCSL in 1975; and
SJR41,1,97 Whereas, William T. Pound has served NCSL since its beginning, and in
8September 1987 became the executive director, a position he has held for 32 years;
9and
SJR41,1,1210 Whereas, Bill Pound's ties to the state of Wisconsin began in 1968 when he
11completed a program in water resources management at the University of
12Wisconsin; and
SJR41,2,213 Whereas, under Bill Pound's leadership, guidance, and vision, all 50 states
14have benefited from NCSL's educational programs, seminars, training sessions,

1research, publications, regional and national conferences, and influence on matters
2of importance to state legislatures at our nation's capitol; and
SJR41,2,53 Whereas, Bill Pound firmly believes that NCSL's strength is in the diversity of
4its executive and standing committees and has insisted that seats on those
5committees be filled by both legislators and legislative staff; and
SJR41,2,76 Whereas, Bill Pound is universally recognized as the preeminent authority on
7legislative organization, process, and responsibility; and
SJR41,2,108 Whereas, Bill Pound's knowledge and influence have spread around the globe,
9and governments worldwide have come to recognize his expertise and seek his
10counsel; and
SJR41,2,1311 Whereas, because of their respect for Bill Pound and their dedication to the
12mission of NCSL, many Wisconsin legislators and staff have sought, and held,
13positions of leadership in the organization; and
SJR41,2,1714 Whereas, the Wisconsin Legislature has benefited from its long-standing
15partnership with NCSL and is grateful for all that the organization has
16accomplished under Bill Pound's incredible tenure as its executive director; now,
17therefore, be it
SJR41,2,21 18Resolved by the senate, the assembly concurring, That the Wisconsin
19Legislature extends its respect, admiration, and gratitude to William T. Pound for
20his inspired leadership of the National Conference of State Legislatures and wishes
21him the very best in his retirement.
