SB916,1,2 1An Act to create 6.895 of the statutes; relating to: sending absentee ballots to
2registered voters during a state of emergency.
Analysis by the Legislative Reference Bureau
This bill allows the municipal clerk or board of elections commissioners to
automatically send absentee ballots to all registered voters no later than 7 days prior
to any primary or election held during a state of emergency. Under current law,
absentee ballots are sent automatically only to those voters who have specifically
requested that option.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB916,1 3Section 1 . 6.895 of the statutes is created to read:
SB916,2,2 46.895 Voting by absentee ballot during an emergency. Notwithstanding
5any provision to the contrary, if the governor issues an executive order declaring a
6state of emergency under s. 323.10, absentee ballots shall be sent to all registered

1voters no later than 7 days prior to any primary or election held during the period
2covered by the order, including any extension under s. 323.10.
