SB900,1,3 1An Act to create 20.395 (2) (af) and 86.52 of the statutes; relating to: creating
2a flood mitigation program in the Department of Transportation, granting
3rule-making authority, and making an appropriation.

This bill requires the Department of Transportation to administer a flood
mitigation program to provide counties, cities, towns, and villages with grants
reimbursing up to 50 percent of the cost of modifying, replacing, or relocating
highway culverts or bridges at risk of substantial impact from flooding.

enact as follows:

SB900,2,32 20.395 (2) (af) Flood mitigation program. From the general fund, the amounts
3in the schedule for the flood mitigation program under s. 86.52.
SB900,3 4Section 3. 86.52 of the statutes is created to read:
SB900,2,5 586.52 Flood mitigation program. (1) Definitions. In this section:
SB900,2,86 (a) “Improvement" means a project to modify, replace, or relocate a highway
7bridge or culvert that is at risk of substantial impact from flooding, as determined
8by the department.
SB900,2,99 (b) “Political subdivision" means a county, city, village, or town.
SB900,2,1010 (c) “Program" means the flood mitigation program.
SB900,2,15 11(2) Administration. The department shall administer a flood mitigation
12program to make grants for the purpose of reimbursing political subdivisions for a
13portion of the cost of modifying, replacing, or relocating highway bridges and culverts
14at risk of substantial impact from flooding. Any grant of money under the program
15shall be paid from the appropriation under s. 20.395 (2) (af).
SB900,2,20 16(3) Reimbursement of improvements. All costs of an improvement funded
17under this section shall be the responsibility of the political subdivision. Prior to the
18commencement of an improvement, the political subdivision may apply to the
19department for reimbursement of not more than 50 percent of eligible costs in the
20manner and form prescribed by the department.
