SB474,1,2 An Act to amend 20.370 (1) (mu); and to create 29.063 (8) of the statutes; relating to: chronic wasting disease testing and making an appropriation.

Analysis by the Legislative Reference Bureau

This bill requires the Department of Natural Resources to provide self-service chronic wasting disease testing kiosks where hunters may drop off deer carcass samples for testing. The bill allows DNR to contract with private entities to conduct the testing of samples and to pay the private entity per sample tested. The bill provides in the 2019-21 fiscal biennium $200,000 for the testing kiosks.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB474,1 Section 1. 20.370 (1) (mu) of the statutes is amended to read:

SB474,2,5 20.370 (1) (mu) General program operations — state funds. The amounts in the schedule for general program operations that are conducted under ss. 23.09 to 23.11, 27.01, 30.203, 30.277, and 90.21, and chs. 29 and 169, for activities conducted under the ecological inventory and monitoring program of the endangered resources program, for the aquatic and terrestrial resources inventory under s. 23.09 (2) (km), for chronic wasting disease testing kiosks under s. 29.063, and for payments of $53,700 in each fiscal year, to be credited to the appropriation account under s. 20.285 (1) (k), to the University of Wisconsin System for outdoor skills training under s. 29.598.

SB474,2 Section 2. 29.063 (8) of the statutes is created to read:

SB474,2,11 29.063 (8) The department shall provide self-service chronic wasting disease testing kiosks at locations determined by the department, where hunters may drop off deer carcass samples for testing. The department may contract with private entities to conduct the testing of samples and may pay the private entity per sample tested.

SB474,3 Section 3. Fiscal changes.

SB474,2,20 (1) Chronic wasting disease self-service testing kiosks. In the schedule under s. 20.005 (3) for the appropriation to the department of natural resources under s. 20.370 (1) (mu), the dollar amount for fiscal year 2019-20 is increased by $100,000 to provide self-service chronic wasting disease testing kiosks under s. 29.063 (8). In the schedule under s. 20.005 (3) for the appropriation to the department of natural resources under s. 20.370 (1) (mu), the dollar amount for fiscal year 2020-21 is increased by $100,000 to provide self-service chronic wasting disease testing kiosks under s. 29.063 (8).
