3Wisconsin 9/11 Memorial Highway and directional signage for the Wisconsin
49/11 Memorial and Education Center.
Analysis by the Legislative Reference Bureau
This bill directs the Department of Transportation to designate and mark the
route of STH 28, commencing at the I 41 and STH 28 interchange in Dodge County
and proceeding easterly to the intersection with STH 144 in Washington County, as
the “Wisconsin 9/11 Memorial Highway.”
This bill also requires DOT to erect and maintain directional signs along I 41,
USH 45, and STH 28 for the Wisconsin 9/11 Memorial and Education Center in the
village of Kewaskum in Washington County.
Current law requires DOT to publish highway service maps and folded highway
maps of the state highway system. DOT must identify on these highway service maps
and folded highway maps each veterans memorial highway or bridge and the
location of specified veterans memorials, homes, and museums. This bill requires
DOT to identify the location of the Wisconsin 9/11 Memorial Highway and the
Wisconsin 9/11 Memorial and Education Center on these maps.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

3. 84.101 of the statutes is amended to read:

984.101 Military memorial highways and bridges. The department shall
10maintain all markers that designate any state trunk highway or bridge on the state
11trunk highway system as a memorial that is associated with the armed forces or any
12branch or unit of the armed forces, any specific soldier or soldiers, any armed forces
13award or honor, or any war or armed conflict,
or that is otherwise military in nature,
14or that is designated under s. 84.10295, and, notwithstanding ss. 84.1028 (2),
1584.1029 (2), 84.1031 (2), 84.1034 (2), 84.1036 (2), 84.1039 (2), and 84.1041 (2), the
16department shall bear the cost, in an amount not to exceed a total of $2,000 per year
17on a statewide basis, of such maintenance and shall only perform maintenance under
18this section in amounts above that sum to the extent that the department has
19received local or private funding for such maintenance.

2designate and mark the route of STH 28, commencing at the I 41 and STH 28

4144 in Washington County, as the “Wisconsin 9/11 Memorial Highway” as a living
5memorial for the lives lost in the September 11, 2001, terrorist attacks, for the
6protective services personnel who responded to the attacks, and for the veterans who
7served in subsequent conflicts.

(1g) (h) The department shall erect and maintain directional signs along
10I 41, USH 45, and STH 28 for the Wisconsin 9/11 Memorial and Education Center
11in the village of Kewaskum in Washington County, a facility serving to honor those
12who perished and as a space of reflection for the state of Wisconsin.
